Հայաստանը միանգամայն կողմ է եռանախագահների առաջարկված վստահության ամրապնդման միջոցների վերաբերյալ փաթեթին, իսկ Ադրբեջանը մերժեց բոլոր առաջարկությունները: Այդ մասին Բազելում լրագրողների հետ զրույցում ասել է Հայաստանի ԱԳ նախարար Էդվարդ Նալբանդյանը՝ մեկնաբանելով ԵԱՀԿ ՄԽ հայտարարությունը:
«Հայաստանը միանգամայն կողմ է այդ առաջարկություններին: Ադրբեջանը մերժեց բոլոր առաջարկությունները, որոնք արվել էին Ֆրանսիայի կողմից՝ վստահաբար՝ խորհրդակցաբար այլ եռանախագահող երկրների հետ։ Վեց-յոթ առաջարկից մի ինչ-որ բանի վրա կանգնեցին՝ Կարմիր խաչի միջոցով տեղեկությունների փոխանակման մասին։ Դա, իհարկե, Ֆրանսիայի կողմից եւ, ընդհանրապես, վերջին տարիների ընթացքում վստահության ամրապնդման առաջարկներից ամենակարեւորը չէ։
Այդ առաջարկները եւս մեկ անգամ վերահաստատվեցին Փարիզի հանդիպումից առաջ։ Փարիզում Ադրբեջանը չցանկացավ անգամ քննարկել վերոհիշյալ վստահության ամրապնդման այդ միջոցները»,- նշել է Նալբանդյանը:
Նրա խոսքով, Ադրբեջանի պատճառաբանությունը այն է, որ վստահության ամրապնդման միջոցների մասին կարող ենք խոսել, երբ լինի առաջընթաց, երբ գանք հիմնախնդրի կարգավորմանը: «Դա շատ անտրամաբանական մոտեցում է, քանզի եթե գանք հիմնախնդրի կարգավորմանը, ապա վստահության միջոցների այս աստիճանի անհրաժեշտություն չի լինի։ Հենց դրա մասին են եռանախագահները խոսում իրենց վերջին հայտարարության մեջ՝ հետագա միջադեպերից խուսափելու եւ բանակցությունները առաջ մղելու նպատակով առավել նպաստավոր փոխվստահության մթնոլորտ ստեղծելու մասին։ Դա նաեւ թույլ չէր տա իրավիճակի վատթարացումը, սրումը, որը տեղի ունեցավ հատկապես վերջին շրջանում»:
Հարցին, թե համանախագահների այտարարության մեջ նշվում է, որ կարգավորման հիմք են հանդիսանում հատկապես Փարիզում քննարկված սկբունքները, որո՞նք են դրանք, Նալբանդյանը պատասխանել է. «Փարիզում քննարկվել է այն, ինչ քննարկվում էր վերջին տարիների բանակցային գործընթացում։ Չէի ասի, որ որեւէ նոր բան է քննարկվել:
...Ես երեկ իմ ելույթի մեջ էլ նշեցի, որ Ադրբեջանը, փաստորեն, հրաժարվել է հիմնախնդրի կարգավորմանը վերաբերող բոլոր առաջարկներից՝ լինի դա Կազանի վերջին գագաթաժողովի ժամանակ, կամ Կազանից առաջ Սոչիի, Սոչիից առաջ Աստրախանի, Աստրախանից առաջ Սանկտ Պետերբուրգի։
Պայմանավորվում են ինչ-որ մի բանի շուրջ, հաջորդ օրը, կամ ամենաշատը մի քանի օր անց, ադրբեջանցիները հետքայլ են անում: Դա է այն գլխավոր պատճառներից մեկը, որը, փաստորեն, որեւէ վստահության նշույլ չի թողնում այս բանակցությունների ժամանակ։ Եթե կողմերը ինչ-որ պայմանավորվածության են գալիս, եւ նրանցից մեկը ամեն անգամ հետքայլ է անում, ինչպե՞ս կարելի է վստահել, հավատալ, որ բանակցում ես լուրջ մարդկանց հետ, որ հաջորդ անգամ պայմանավորվածություններ ձեռք բերելուց հետո դրանք հարգվելու են»,- նկատել է Նալբանդյանը:
