Հովիկ Չարխչյանը ֆեյսբուքյան իր էջում գրել է.
«1983 թվականին Ծիծեռնակաբերդի բարձունքում իր դռները բացեց մարզահամերգային համալիրը: Այսօր արդեն անհնար է Երևանը պատկերացնել առանց այդ ինքնատիպ շինության: Սակայն քչերը գիտեն, որ համալիրը կարող էր կառուցվել շատ ավելի վաղ և բոլորովին այլ տեսքով: Առաջին անգամ նման գաղափար ծնունդ է առել 1960-ականների կեսին, և Հայաստանում պատրաստվում էին դա կյանքի կոչել արդեն 1966 թվականին: Համենայն դեպս, նախատեսված էր շինարարությունը սկսել այդ տարվա վերջին: «Հայպետնախագիծը» հաղթող էր ճանաչվել 10 հազար տեղանոց մարզահամերգային համալիրի կառուցման մրցույթում: Նախագիծն իրենից ներկայացնում էր մի շրջանաձև շինություն:
Մամուլը շտապեց տեղեկացնել այդ խոշոր ծրագրի մասին: Թերթերը գրում էին, որ կառույցի ներսում լինելու էր հոկեյի դաշտ' 30x61 մետր մակերեսով: Իսկ ընդհանրապես, այնտեղ կարող էին անցկացվել տարատեսակ սպորտաձևերի մրցումներ: Համերգների կամ հանդիսավոր նիստերի ժամանակ դահլիճի գլխավոր տրիբունային (որը դաշտից 2,5 մետր բարձրության վրա էր լինելու) պիտի կցվեին լրացուցիչ շարքեր' ձևավորելով 6000 տեղանոց պարտերը: Փողոցից դեպի մարզահամալիր հանդիսատեսները կարող էին երթևեկել ստորգետնյա շարժասանդուղքներով:
Սակայն այդ նախագծին վիճակված չէր իրականություն դառնալ: Պատճառը ֆինանսական միջոցների սղությունն էր: Պիտի պահանջներ ևս մի ամբողջ տասնամյակ, որպեսզի միջոցների հայթայթման հաջորդ փորձը պսակվեր հաջողությամբ:
