ՀՀ Ներքին գործերի նախարար Վահե Ղազարյանն ու ՀՀ ՆԳՆ Ոստիկանության պետ, ոստիկանության գեներալ մայոր Արամ Հովհաննիսյանը 2023 թվականը հայտարարել են պայքար ապօրինի թմրամոլության դեմ, որը իր դրական արդյունքն է տվել, քանի որ Ոստիկանության տարբեր ստորաբաժանումներ և ՀՀ ՆԳՆ Ոստիկանության Պարեկային ծառայությունը բազմաթիվ նմանատիպ դեպքեր են բացահայտել:

Ինչպես Կոտայքի մարզից հայտնում էֆոտոլրագրող Գագիկ Շամշյանը, երեկ՝ հուլիսի 29-ին, թմրամոլության դեմ պայքարի շրջանակում, ՀՀ ՆԳՆ Ոստիկանության Պարեկային ծառայության Կոտայքի մարզի գումարտակի Հրազդանի և Չարենցավանի տարածքներում ծառայություն կատարող պարեկները օպերատիվ տեղեկություններ էին ստացել, որ Կոտայքի մարզում գտնվող BMW X5 մակնիշի ավտոմեքենայում գտնվող անձանց մոտ հնարավոր է թմրամիջոցներ լինեն: 

Նույն պահին ՊԾ Կոտայքի մարզի գումարտակի հրամանատար Արտյոմ Սահակյանի, գումարտակի հրամանատարի տեղակալ Լևոն Բադալյանի, գումարտակի ծառայության տեսուչ Կառլեն Բաղյանի և նույն գումարտակի 1-ին վաշտի հրամանատար Վահագն Կարապետյանի գլխավորությամբ, իրականացվում է «Ոսկե երիտասարդները չպետք է մարսեն թմրամիջոցները» օպերացիան:

ՊԾ Կոտայքի մարզի գումարտակի 1-ին վաշտի 1-ին և 2-րդ  դասակների պարեկները մի քանի ուղղությաններում դարանակալումներ են կատարում և արդեն Երևան-Սևան ավտոճանապարհի 48 կմ հատվածում, ժամը 16:00-ի սահմաններում, կանգնեցնում են BMW X5 մակնիշի ավտոմեքենան, որի վարորդը՝ Երևանի բնակիչ 30-ամյա Նորիկ Մեյրոյանը, պարեկներին հայտնում է, որ իր ավտոմեքենայի մեջ թմրամիջոց կա և այն իր անձնական օգտագործման համար է:

Պարեկները նրան և նրա հետ եղած 2 ուղևորներին թմրանյութ պահելու, օգտագործելու անմիջականորեն ծագած հիմնավոր կասկածի առկայության հիմքով ձերբակալում և տեղափոխում են Ոստիկանության Հրազդանի բաժին: Տեղում պարզվում է նաև, որ ուղևորներն են Երևանի բնակիչներ 28-ամյա Արեգ Չախոյանը և 30-ամյա Ռոբերտ Գալստյանը:

Գ. Շամշյանի տեղեկություններով՝ վերջիններս ենթարկվում են անձնական խուզարկության, որի արդյունքում Ա. Չախոյանի մոտ հայտնաբերվում է անձեռոցիկի մեջ փաթեթավորված թվով 6 հատ առանց գրառման դեղահաբեր, ինչպես նաև թվով 10 հատ «Вука Вука» գրառման և 1 հատ «Татасорт» գրառմամբ դեղահաբ, իսկ Մեյրոյանը հայտարարել է, որ ավտոմեքենայում առկա պայուսակի մեջ ունի կանեփանման զանգված, որը նախատեսված է իր անձնական օգտագործման համար՝ որպես թմրամիջոց:  

Դեպքի փաստով Ոստիկանության Հրազդանի բաժնում կազմվել են փաստաթղթեր, որոնք Ն. Մեյրոյանի, Ա. Չախոյանի և Ռ. Գալստյանի հետ ներկայացվել են Հայաստանի Քննչական կոմիտեի Կոտայքի մարզային քննչական վարչություն, որտեղ դեպքի փաստով նախաձեռնվել է քրեական վարույթ ՀՀ Քր օր-ի 396 հոդվածի 1 մասի հատկանիշներով: Ն. Մեյրոյանը քննիչի որոշմամբ ձերբակալվել է, Ա. Չախոյանն ու Ռ. Գալստյանը բաց են թողնվել: 

Գ. Շամշյանի տեղեկություններով՝ Ա. Չախոյանը ԱԺ նախկին պատգամավոր, քրեական պատմություններով հայտնի Նվեր Չախոյանի որդին է:
