Ֆրանսիայի արտաքին քաղաքական ներկապնակն ու տարածաշրջանային առանձնահատկությունները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Մեծ Բրիտանիայի՝ ԵՄ-ից դուրս գալուց հետո նրա կազմում մնացին երկու ծանր քաշայիններ՝ Ֆրանսիան ու Գերմանիան։ Բայց Գերմանիայի արտաքին քաղաքականությունն այնքան ընդգրկուն չէ, որքան Ֆրանսիայինը։ Ֆրանսիայի գաղութային անցյալը թույլ է տալիս արտաքին քաղաքական ներգրավվածություն ունենալ այլ տարածաշրջաններում (օրինակ՝ Աֆրիկայում, Հարավային և Հյուսիսային Ամերիկաներում, Հնդկա-Խաղաղ օվկիանոսյան տարածաշրջաններում)։ Բացի այդ, Ֆրանսիային են պատկանում անդրծովյան տարածքներ և կղզիներ, որոնք տեղակայված են Հնդկական, Խաղաղ և Ատլանտյան օվկիանոսներում։ Իսկ այդ տարածքների մի մասն էլ ռազմավարական նշանակություն ունեցող դիրք է զբաղեցնում։ Ուստի կարող ենք նկատել, որ աշխարհագրական ներգրավվածության առումով Ֆրանսիան գլոբալ տերություն է։ Եվ այդ իրողությունը հաշվի առնելու հանգամանքով է պայմանավորված, որ Ֆրանսիան փորձում է ԵՄ-ում առանձնանալ իր առաջատարի դիրքերով։

Ճիշտ է՝ Ֆրանսիան շարունակում է մնալ արևմտյան քաղաքակրթության մաս, սակայն Փարիզը ձգտում է դառնալ այնպիսի մի անկախ կենտրոն, որն իր շուրջը կհամախմբի ողջ Եվրոպային։ Իսկ, ինչպես գիտենք, Եվրոպան հատկապես անվտանգային առումով կախվածության մեջ է ԱՄՆ-ից։ Դրանով է պայմանավորված, որ Մակրոնը ոչ միայն հայտարարում է, թե Ֆրանսիան ԱՄՆ-ի վասալը չէ, այլև քննադատում է Հյուսիսատլանտյան դաշինքին՝ նշելով, թե ՆԱՏՕ-ի ուղեղը մահացած է։ Միաժամանակ, Փարիզը հետևողականորեն առաջ է մղում ԱՄՆ-ից անկախ, առանձին եվրոպական զինված ուժեր ունենալու օրակարգը։ Այսքանով հանդերձ, մի շարք տարածաշրջաններում Ֆրանսիայի դիրքերը պահպանելու խնդիր կա։ Խնդիրն այն է, որ Աֆրիկայում Ֆրանսիայի մի շարք նախկին գաղութներում ֆրանսիական կողմի ազդեցությունն աստիճանաբար թուլանում է։ Միևնույն ժամանակ Հարավային Կովկասում, մասնավորապես Հայաստանի ու Արցախի հարցում ֆրանսիական ակտիվությունը պայմանավորված է ոչ միայն այդ երկրում ակտիվ ու մեծաքանակ հայկական համայնքի առկայությամբ, այլև առաջին հերթին Թուրքիային, ապա նաև Ռուսաստանին հակակշռելու ցանկությամբ։

Փարիզը դատապարտում է Արցախի ու Հայաստանի նկատմամբ Ադրբեջանի ագրեսիվ գործողությունները, բայց միաժամանակ փորձում է պահպանել կապերն Ադրբեջանի հետ ու խուսափում է Բաքվին պատժելու գործողություններից։ Պատահական չէ, որ Ֆրանսիական «TotalEnergies» ընկերությունը նույնիսկ մտադիր է ընդլայնել իր գործունեությունն Ադրբեջանում։ Այնուամենայնիվ, հիմնականում հենվելով Հայաստանի վրա՝ Ֆրանսիան փորձում է տարածաշրջանում պահպանել ու ամրապնդել իր ազդեցությունը։ Եվ եթե խոսք կա նաև Հայաստանին ֆրանսիական սպառազինության մատակարարման մասին, ապա այն ևս թուրքական հավակնությունները զսպելու խնդիր է լուծում, քանի որ Բաքուն հայտնվել է կոնկրետ Անկարայի ազդեցության տիրույթում, ու ադրբեջանական ագրեսիան տեղի է ունենում Թուրքիայի հրահրմամբ։

Այնուամենայնիվ, մեր տարածաշրջանում Ֆրանսիայի ազդեցությունը չպետք է գերագնահատել, քանի որ այդ երկիրը կոնկրետ ռազմական ներկայություն չունի։ Մյուս կողմից էլ՝ Ելիսեյան պալատը պարբերաբար բախվում է ներքին հուզումների՝ կապված էներգակիրների գների բարձրացման, կենսաթոշակային տարիքի շեմը բարձրացնելու, ներգաղթյալների ու մահմեդականների հրահրված անկարգություների հետ, որոնք խոչընդոտում են, որ Փարիզն իր ուշադրությունը կենտրոնացնի արտաքին քաղաքական խնդիրների վրա։ Անկարան էլ իր հերթին փորձում է ազդել Ֆրանսիայի ներքաղաքական կյանքի վրա՝ իր կողմը գրավելով այդ երկրի մահմեդականներին ու ներկայանալով Եվրոպայում մահմեդականների իրավունքների պաշտպանության առաջնամարտիկի դիրքերից։
