Գաղտնիք չէ, որ Արցախից Հայաստան տեղափոխված 100 հազարից ավելի անձանց շրջանում մեծ թիվ են կազմում զինվորականները, ոստիկանները, արտակարգ իրավիճակների ծառայութան աշխատակիցները։ Նրանք բոլորն էլ տարիներ շարունակ Արցախում բավականին լուրջ աշխատանք են տարել և շատ դեպքերում ավելի հմուտ են, քան իրենց հայաստանցի գործընկերները։ Բնականաբար, տրամաբանական կլիներ, եթե փաշինյանական վարչախումբն օգտագործեր այդ մարդկանց հնարավորությունները, մասնագիտական կարողությունները և ամրապնդեր, թե՛ բանակը, թե՛ ոստիկանությունը և թե՛ արտակարգ ծառայությունները։ Մինչդեռ, մեր աղբյուրների փոխանցմամբ, տասնյակ հազարավոր արցախցիների Հայաստան տեղափոխվելուց հետո, Փաշինյանն ու իր իշխանությունն առանձնապես ջանքեր չեն գործադրում այս ուղղությամբ, ընդամենը գույքագրում են մարդկանց խնդիրները, նաև իրենց համար տեղեկություններ հավաքում, թե ով որտեղ, ինչպես է աշխատել։

Մեր աղբյուրների փոխանցմամբ՝ Արցախից Հայաստան տեղափոխված իշխանությունների ներկայացուցիչները փորձել են իրենց տեղական գործընկերների հետ հանդիպել և առնվազն լուծել մի շարք անձանց խնդիրները, սակայն նրանց պարզ և հստակ ասվել է, որ առնվազն Արցախի ոստիկանության որևէ նախկին աշխատակցի ոստիկանության համակարգում աշխատանքի չեն տեղավորելու։ Լավագույն դեպքում արցախցիները հնարավորություն կունենան ծառայության անցնել զինված ուժերի շարքերում, կամ փրկարար ծառայությունում, այն էլ մեկ հստակ սկզբունք Փաշինյանն ինքն իր համար դրել է՝ այդ մարդկանց տեղավորելու հարցում, նրանց բոլորին ցրելու են տարբեր բաժիններով և ծառայություններով, որպեսզի տարբեր ծառայություններում արցախցիների թիվը բավական քիչ լինի այնտեղ ազդեցություն գրավելու առումով, իսկ ոստիկանությունում ընդհանրապես որևէ արցախցի չի ներգրավվելու։

Փաշինյանը մտավախություն ունի, որ այդ մարդիկ իր նկատմամբ չափազանց վատ են տրամադրված և իր ապօրինի հրամանները չեն կատարի, առավել ևս հնարավոր խժդժությունների և խռովությունների դեպքում, երբ հարկ լինի նրանց օգտագործել ընդդիմության հանրահավաքները ճնշելու, կամ էլ բռնաճնշումների համար։ Իսկ կոնկրետ բանակի մասով էլ սպաներին ցրելու են տարբեր զորամասերի մեջ և առանցքային պաշտոնների առայժմ չեն նշանակելու, հատկապես խիստ է դրված այն պահանջը, որ արցախցիները չպետք է առանձին զորամասեր ունենան, որոնք կարող են  զինված հեղաշրջման պատճառ դառնալ։
