«Փաստ» օրաթերթը գրում է.

Վարչապետի աշխատակազմի քաղաքացիական ծառայության գրասենյակն առաջարկում է փոփոխություններ կատարել «Պետական պաշտոններ և պետական ծառայության պաշտոններ զբաղեցնող անձանց վարձատրության մասին» օրենքում: Օրենքի առաջին հավելվածով անկախ պետական մարմնի նախագահի հիմնական աշխատավարձի հաշվարկման գործակիցը սահմանված է 10.00, անկախ պետական մարմնի նախագահի տեղակալինը՝ 8.00, իսկ անկախ պետական մարմնի անդամինը՝ 7.50։ Օրենքի ընդունման ժամանակ այս գործակիցները սահմանված էին անկախ և ինքնավար մարմինների համար, բացառությամբ Մարդու իրավունքների պաշտպանի, Վերահսկիչ (Հաշվեքննիչ) պալատի:

Օրենսդրական փոփոխությունների արդյունքում, ըստ հերթականության, սահմանվել են հիմնական աշխատավարձի հաշվարկման այլ գործակիցներ ԲԴԽ նախագահի և խորհրդի անդամների համար, վերանայվել են ինքնավար մարմինների համար և Կենտրոնական ընտրական հանձնաժողովի նախագահի և նախագահի տեղակալի գործակիցները: Սահմանադրության համաձայն, անկախ պետական մարմիններն են Բարձրագույն դատական խորհուրդը, Կենտրոնական ընտրական հանձնաժողովը, Հեռուստատեսության և ռադիոյի հանձնաժողովը և Հաշվեքննիչ պալատը։ Անկախ պաշտոնատար անձ է նաև Մարդու իրավունքների պաշտպանը։ Նշվում է, որ օրենքի գործող կարգավորումներով անկախ պետական մարմնի անդամի, ղեկավարի և նրա տեղակալի հիմնական աշխատավարձի գործակիցները վերաբերելի են միայն Հեռուստատեսության և ռադիոյի հանձնաժողովում համապատասխան պաշտոն զբաղեցնող անձանց:

Օրենքի 4-րդ հոդվածի 1-ին մասի 1-ին և 2-րդ կետերով սահմանված սկզբունքները պահպանելու նպատակով նախագծով առաջարկվում է Հեռուստատեսության և ռադիոյի հանձնաժողովի նախագահի, նախագահի տեղակալի և հանձնաժողովի անդամի հիմնական աշխատավարձի հաշվարկման գործակիցները սահմանել Կենտրոնական ընտրական հանձնաժողովում համապատասխան պաշտոն զբաղեցնող անձանց հիմնական աշխատավարձի հաշվարկման համար սահմանված գործակիցների չափերին համապատասխան։ Նախագծի ընդունմամբ բազային աշխատավարձի գործող չափի պայմաններում պետական բյուջեից հատկացվող լրացուցիչ միջոցները կկազմեն տարեկան շուրջ 38 մլն դրամ:
