«Փաստ» օրաթերթը գրում է.

Տարիներ շարունակ Հայաստանը տարբեր կողմերի հետ միաժամանակ աշխատելու արդյունքում կարողացել է բարենպաստ արտաքին քաղաքական միջավայր ձևավորել։ Եվ այդ քաղաքականությունն իր արդյունքները տվել է, քանի որ Հայաստանը տևականորեն զերծ է մնացել անկայունության դրսևորումներից։ Բայց այս իրավիճակը փոխվել է Նիկոլ Փաշինյանի օրոք, երբ Հայաստանը ոչ միայն ագրեսիայի զոհ է դարձել, այլև փաստացի մուտք է գործում «կամ-կամ»-ի քաղաքականության շրջանակ։ Եթե նախկինում Հայաստանը ձգտում էր աշխարհաքաղաքական խոշոր խաղացողների հետ իր հարաբերությունները կառուցել նրանց շահերի հետ մեր շահերի համընկնման շրջանակներում, ապա Փաշինյանը այդ հարաբերությունների կառուցման շրջանակները մղում է շահերի բախման դաշտ։

Այսինքն, պայմաններ են ստեղծվում, որ Ռուսաստանը և Արևմուտքը Հայաստանում իրենց ազդեցությունը մեծացնելու թեման դիտարկեն միայն մեկը մյուսին դուրս մղելու համատեքստում։ Իսկ դա ենթադրում է, որ Հայաստանը կանգնելու է դիլեմայի առաջ և ինչ-որ պահի կարող է լիովին ընկնել Արևմուտքի կամ Ռուսաստանի ազդեցության տակ, ինչն էլ կսահմանափակի մեր երկրի՝ ինքնուրույն որոշումներ ընդունելու կարողությունը, եթե, իհարկե, արդեն չի ընկել։ Այնինչ, անհրաժեշտ է հավասարակշռված քաղաքականություն վարել և՛ Արևմուտքի, և՛ Ռուսաստանի հետ՝ չկտրելով համագործակցության թելերը կողմերից յուրաքանչյուրի հետ։ Ու կարևոր է նաև, որ Հայաստանը շարունակի իր ազդեցությունն ունենալ այն միջազգային ինտեգրացիոն հարթակներում, որին մասնակցում է։ Սակայն ՀՀ իշխանությունները որոշել են չմասնակցել որոշ հարթակների աշխատանքին։

Օրինակ՝ Փաշինյանը չի մեկնում ՀԱՊԿ-ի կամ ԱՊՀ-ի գագաթաժողովներին։ Փոխարենը մյուս երկրների ներկայացուցիչները մասնակցում են այդ հանդիպումներին։ Արդյունքում քննարկումներ են տեղի ունենում, հայտարարություններ են հնչում, որոշումներ են ընդունվում առանց Հայաստանի մասնակցության։ Օրինակ՝ ՀԱՊԿ անդամ երկրները նոյեմբերի 23-ին Մինսկում անցկացված գագաթաժողովի արդյունքներով հռչակագիր ընդունեցին, որում անդրադարձ կա նաև Հարավային Կովկասին։ Ու սա այն դեպքում, երբ Հայաստանը կարող էր մասնակցել ու իր խոսքն ասել, պահանջել, որ հռչակագրի մեջ իրեն ձեռնտու ձևակերպումներ արվեն։

Փաշինյանը որպես արդարացում նշում է, թե արդեն հոգնել են ՀԱՊԿ-ում նույն հայտարարություններն անելուց։ Բայց ՀԱՊԿ-ից հայտարարություններ են հնչում, թե Հայաստան դիտորդական առաքելություն ուղարկելու աշխատանքները շարունակվում են։ Շատ դեպքերում Հայաստանն ուղղակի կարող է արգելափակել կամ խթանել ՀԱՊԿում կամ ինտեգրացիոն այլ հարթակներում տարբեր որոշումների ընդունումը, բայց իր այդ իրավունքից էլ չի օգտվում, և ուղղակի թողնում է մյուսների հայեցողությանը։ Ու հետաքրքիրն այն է, որ Ադրբեջանը բաց չի թողնում տարբեր հարթակներում հանդիպումների մասնակցելու յուրաքանչյուր առիթ։ Ալիևը մեկնում է ԱՊՀ գագաթաժողովին, Բայրամովը հանդիպումներ է ունենում Լավրովի հետ և այլն։ Արդյունքում քննարկվում են տարածաշրջանային հարցեր, որոնք վերաբերում են նաև Հայաստանին, բայց... առանց Հայաստանի մասնակցության։

Պարզ է, որ Հայաստանը մեծ հաշվով դադարել է արտաքին քաղաքական գործոն լինելուց, բայց դրա հետ մեկտեղ չի ցանկանում մասնակցել ու ներազդել տեղի ունեցող գործընթացների վրա։ Մի խոսքով, ստացվել է վիճակ, որ տարբեր հարթակներում մեր մասին քննարկումներ են ընթանում, նույնիսկ հայտարարություններ են արվում մեր բացակայությամբ, մեր թիկունքում: Իսկ Հայաստանի իշխանությունները պարզապես մնացել են «խաղաղության խաչմերուկի» տակ ու զբաղված են բացառապես ներքին խնդիրներով, քաղաքական հաշվեհարդարներով և ոստիկանապետություն կառուցելով...
