ՌԴ Անվտանգության խորհրդի փոխնախագահ Դմիտրի Մեդվեդևը հայտարարել է, որ Կուրիլյան կղզիների պատկանելիության հարցը ընդմիշտ փակված է երկրի Սահմանադրության համաձայն։ Այս մասին նա հայտարարել է այն բանից հետո, երբ Ճապոնիայի վարչապետ Ֆումիո Կիսիդան խոսել է Մոսկվայի հետ տարածքային վեճերը լուծելու և խաղաղության պայմանագիր կնքելու Տոկիոյի ցանկության մասին։

Նրա խոսքով՝ Մոսկվան «խորապես թքած ունի» Կուրիլյան կղզիների նկատմամբ «ճապոնացի ժողովրդի զգացմունքների» վրա։

«Մենք խորապես թքած ունենք «ճապոնացի ժողովրդի զգացմունքների»  վրա՝ այսպես կոչված Հյուսիսային տարածքների վերաբերյալ։ Սրանք «վիճելի տարածքներ» չեն, սա Ռուսաստանն է։ Իսկ այն սամուրայները, որոնք առանձնապես տխուր են, կարող են կյանքից  հեռանալ ճապոնական ավանդական ձևով»,- գրել է Դմիտրի Մեդվեդևը «ՎԿոնտակտե»-ում։

Նրա խոսքով, Կուրիլյան կղզիներն ակտիվորեն կզարգանան, և նրանց ռազմավարական դերը կաճի։ Նա հավելել է, որ տարածաշրջանում նոր զինատեսակներ կտեղակայվեն։ Դմիտրի Մեդվեդևը նաև ասել է, որ ոչ ոք դեմ չէ խաղաղության պայմանագրի կնքմանը, եթե բավարարվեն Ռուսաստանի պահանջները։

Ավելի վաղ Ֆումիո Կիսիդան հայտարարել էր, որ Ճապոնիան հավատարիմ է մնում Ռուսաստանի հետ տարածքային վեճի լուծմանն ու խաղաղության համաձայնագրերի ստորագրմանը ուղղված քաղաքական կուրսին։

Մոսկվան և Տոկիոն անցյալ դարի կեսերից բանակցություններ են վարում Երկրորդ համաշխարհային պատերազմի արդյունքներով խաղաղության համաձայնագրի մշակման շուրջ։ Դրա գլխավոր խոչընդոտը մնում է Կուրիլների հարավային մասի իրավունքների շուրջ անհամաձայնությունը։ Պատերազմի ավարտից հետո ամբողջ արշիպելագը ներառվեց Խորհրդային Միության կազմում, սակայն Ճապոնիան վիճարկում է Իտուրուպի, Կունաշիրի, Շիկոտանի և մի խումբ փոքր անմարդաբնակ կղզիների սեփականությունը։ Միաժամանակ, ՌԴ ԱԳՆ-ն բազմիցս ընդգծել է, որ Մոսկվայի ինքնիշխանությունն այս տարածքների նկատմամբ, որն ունի համապատասխան միջազգային իրավական բազա, կասկածից վեր է։
