Ձմեռն արդեն իր ազդեցությունն է պարտադրում Հայաստանի տասնյակ հազարավոր այն քաղաքացիներին, ովքեր մասնավորապես ապրում են սոցիալապես ծանր ու անբարենպաստ պայմաններում: Աղքատության ճիրաններում օր-օրի ավելի են մխրճվում բազմազավակ ընտանիքները, 88-ի աղետալի երկրաշարժի հետևանքով առ այսօր անօթևան մնացած, վագոն-տնակներում ապրող հազարավոր ընտանիքները, միայն կենսաթոշակով և նպաստներով իրենց գոյությունը պաշտպանող հարյուր հազարավոր քաղաքացիները: Էլեկտրաէներգիայի, գազի սակագնի թանկացումները ձմռան գալուստով արդեն իրենց առարկայական բացասական ներգործությունն են թողնում մեր քաղաքացիների կենսապայմանների վրա: Մասնավորապես այն ընտանիքները, որոնց եկամուտը բացառապես ընտանեկան նպաստներն ու կենսաթոշակներն են, կանգնած են կամ ցրտահարվելու, կամ սոված ապրելու վտանգի առջև, քանի որ հնարավոր չէ, որ միջինը 30-40 հազար դրամ եկամուտ ստացող ընտանիքը հոգա սնվելու, հագնվելու կամ ձմռան ամիսներին տաքանալու խնդիրները:Աղետի գոտու ժամանակավոր կացարաններում բնակվող հազարավոր մարդիկ զրկված ապրելու համար անհրաժեշտ տարրական պայմաններից: Նրանց մեծ մասը գործազուրկ են, իսկ ապրուստի միակ միջոցը սոցիալական նպաստն է կամ կենսաթոշակը, որը չի բավարարում անգամ սնունդ գնելու համար: Ձմռան ամիսներին վագոն տնակները տաքացնելու համար մարդիկ վառարաններն են նետում ձեռքն ընկած ամեն վառվող իր: Գյումրու վագոն-տնակներում ձմռան վառելիքի սուղ կարիք ունի ավելի քան 1500 ընտանիք, որոնք ձմռան շեմին փաստի առաջ են կանգնած, նրանց կացարանները սոսկալի վիճակում են, քանի որ չջեռուցվող վագոն-տնակներում գրեթե նույն ջերմաստիճանն է, ինչ դրսում:Ցավալի է, որ պետությունը որևէ սոցիալական ծրագիր չունի՝ ծանր վիճակում հայտնված մեր հայրենակիցներին վառելափայտ ձեռք բերելու հարցում օգնելու համար: Իսկ էլեկտրաէներգիայի թանկացումից հետո անապահով ընտանիքների նպաստը 1000 դրամով ավելացնելը ոչ մի հարց չի լուծում, քանի որ ակնհայտ է, որ այդ 1000 դրամը չի փոխհատուցում հոսանքի սակագնի թանկացումից առաջացած հավելյալ ֆինանսական ծախսերը: Էլ չեմ խոսում թվով շուրջ 105 հազար մարդկանց մասին, որոնք ընդգրկված են ընտանեկան նպաստ ծրագրում, տասնյակ հազարավոր միայնակ կենսաթոշակառուների մասին և որոնց եկամտի միակ աղբյուրը նպաստներն ու կենսաթոշակներն են:Մեր ջանքերը թե անցյալում, թե այժմ միտված են մեր հասարակության, մասնավորապես սոցիալապես խոցելի մարդկանց հոգսերը թեթևացնելուն, կյանքի նվազագույն պայմաններ ապահովելուն: Դրա վառ վկայությունն են այն օրենսդրական նախաձեռնությունները, որով առաջարկում ենք բազմազավակ, անապահով ընտանիքներին գազի, հոսանքի, ջրի վարձերը վճարելու համար տալ ամենամյա օգնություն, երեխաներին՝ մանկապարտեզ անվճար հաճախելու առաջնահերթ իրավունք, պետական պատվերի շրջանակում ստանալու անվճար բժշկական օգնություն և սպասարկում, տրամադրել բնակարան և այլն: Սակայն Կառավարությունը մեկը մյուսի հետևից մերժում է մեր նախաձեռնությունները, որոնցով մենք ցանկանում ենք համալիր լուծում տալ անապահով ու բազմազավակ ընտանիքների սոցիալական պաշտպանվածության և մի շարք նման խնդիրներին, որոնց պատճառով մեր հայրենակիցներն այսօր հայտնվել են նման իրավիճակում:Արթուր Միսակյանի ֆեյսբուքյան գրառումը
