Ընկեր Փանջունին խորհրդարանում
Ինձ ստիպեցի լսել երեկ խորհրդարանում անցկացված լսումները՝ «Հայաստանի` ԵՄ անդամակցության հայտ ներկայացնելու հարցով հանրաքվե անցկացնելու առաջարկի շուրջ» թեմայով:
Լսումների մասնակիցների ելույթներից պարզ երևում էր, որ այդ մարդիկ տարրական պատկերացումներ չունեն Եվրոպական Միության և նրա անդամ երկրների իրական քաղաքականության վերաբերյալ:
Այն, որ Հայաստանը և հայ ժողովուրդն ընդհանուր առմամբ արևելաեվրոպական քրիստոնեական քաղաքակրթության մաս են՝ դա փաստ է: Այն, որ ԵՄ անդամ և ոչ անդամ երկրների հետ Հայաստանը միշտ ունեցել և ունենալու է տարբեր մակարդակի հարաբերություններ՝ դա ևս այդպես է: Բայց ԵՄ անդամության հայտ ներկայացնելն այսօրվա նսեմացած, պարտված, քայքայված ինքնիշխանությամբ ու պարտքերի մեջ թաղված Հայաստանի համար՝ մեղմ ասած երազախաբություն է:
Ոչ ոք չի կարող ժխտել, որ Հայաստանի համար ԵՄ-ի հետ հարաբերությունների ամենապրոդուկտիվ և գործնականում ամենաաշխույժ ժամանակահատվածը եղել է Սերժ Սարգսյանի նախագահության տարիներին: Այն էական խթան է եղել ՀՀ բոլոր առաջնահերթությունների և պետական շահերի ռեալիզացման համար: Արցախի հարցը, ժողովրդավարական բարեփոխումները, Ցեղասպանության միջազգային ճանաչման գործընթացը, տնտեսությունից մինչև կրթա-մշակութային ոլորտները նշանակալի զարգացում են ապրել նաև ԵՄ հետ բալանսավորված համագործակցության շնորհիվ:
Թե Նիկոլն ինչ ավերածությունների ու արտաքին քաղաքական ձախողումների է հասցրել մեր երկիրը՝ ակնհայտ է:
Եթե լրիվ անկեղծ լիենք՝ Արցախը ադրբեջանին հանձնելուց հետո, ԵՄ-ին և ՆԱՏՕ-ին այսօրվա Հայաստանը պետք է միայն մեկ բանի համար. թշնամացնել Ռուսաստանի հետ և մտցնել Թուրքիայի ազդեցության տակ: Այդ կերպ հետագայում կարող են խոչընդոտներ ստեղծել նաև ԲՐԻԿՍ- ի ընդլայնման և ռեգիոնալ կոմունիկացիաների վերահսկման համար:
Ես լրիվ հասկանում եմ հավաքական շահերից բխող ԵՄ այս քաղաքականությունը: Պատահական չէր նաև, որ երեկվա լսումների ընթացքում, փանջունիներն ավելի շատ քննադատում էին ՌԴ-ին, քան խոսում էին ԵՄ անդամության հայտից ակնկալվող դրական և բացասական հետևանքներից:
Բազմաթիվ հարցերից միայն երկուսը տամ, մենք պատրա՞ստ ենք արդյոք անցնել այն ճանապարհով, ինչ ճանապարհով հիմա անցնում է Ուկրաինան:
Իսկ ԵՄ-ն պատրա՞ստ է արդյոք ընդունել անդամության հայտ ներկայացրած և բանակցություններ սկսած Ուկրաինային, Վրաստանին ու Մոլդովային: Կարծում եմ, որ ո՛չ: Մեր մասին նույնիսկ անիմաստ է հարցնել:
Պետք չէ շատ ոգևորվել աշխարհաքաղաքական բարդ խաղերով և անձնական գրանտային նախասիրություններով: Հայաստանը, թե՛ Նիկոլի աղետաբեր կառավարման ընթացքում, թե՛ դրանից հետո, դուրս չի գալու ՀԱՊԿ-ից, ԵԱՏՄ-ից, նույնիսկ ԱՊՀ-ից: ՀՀ իշխանափոխությունից հետո այդ կառույցները կրկին աշխատելու են հոգուտ Հայաստանի, այնպես ինչպես նախկինում էր:
Եթե ավելի անկեղծ լինենք՝ ԵՄ ապագան ևս դեռևս պարզ չէ: Իսկ Վրաստանի այսօրվա ինքնիշխան քաղաքականությունը ցույց է տալիս, թե ապագայում ինչպիսի զարգացումներ կարող են լինել Հարավային Կովկասում:
Իսկ արևմտամետների առաջարկած հանրաքվեն հնարավորինս շուտ անցկացնելու պահանջն ունի թաքնված այլ նպատակներ, որի մասին կխոսենք առաջիկայում:
