Հանքարդյունաբերության ոլորտում 10․000 մարդը ստեղծում է 5% ուղղակի և 10% անուղղակի արդյունք

Վիճակագրական կոմիտեի տվյալների  համաձայն, 2024թ.-ի սեպտեմբերին Հայաստանում արդյունաբերության ծավալը կազմել է 245.6 մլրդ ՀՀ դրամ, ինչը նախորդ տարվա նույն ժամանակահատվածի նկատմամբ աճել է 4,6%-ով, իսկ նախորդ ամսվա նկատմամբ՝ 1,6%-ով: Բոլոր ոլորտներում աճ է գրանցվել։ Հանքարդյունաբերության ոլորտում՝ անկում՝ 5,6 %-ով է։ «Ոլորտը դինամիկ է, սուպերմարկետ չենք, որ կարողանանք    պլանավորել պահանջարկը։ Ոլորտի տատանումները պահանջարկի հետ չեն կապված, այլ կախված են երկրաբանությունից»,- բացատրում է Հանքագործների և  մետալուրգների միության նախագահ Վարդան Ջհանյանը։ 

Հայաստանում այս պահին գործող ութ  հանք կա․  Զանգեզուրի Պղնձամոլիբդենային կոմբինատը, Ագարակի գործարանը, Քաջարանի պղնձամոլիբդենային կոմբինատը,  Լիճքվազը, Կապանը, Թեղուտը, Մեղրաձորը, Ախթալան եւ Վարդենիսը։  Արցախում՝ Ադրբեջանի վերահսկողության տակ է Կաշենի հանքավայրը։ Առաջիկայում գուցե շահագործվի Ամուլսարը։ Որևէ առումով Հայաստանը խոշոր հանքարդյունաբերական երկիր չէ՝ ասում է  Հանքագործների և  մետալուրգների միության նախագահ Վարդան Ջհանյանը՝  նշելով՝ Հայաստանն  ապահովում է պղնձի համաշխարհային պահանջարկի ընդամենը 1, իսկ մոլիբդենի  3-4 %-ը ։

Հատկանշական է, որ 1000 խոշոր հարթակների ցանկում առաջատարը հանքագործական ընկերություն է։ Զանգեզուրի պղնձամոլիբդենային կոմբինատն առաջատարն է։ Ինն ամսվա կտրվածքով պետբյուջե է վճարել մոտ 83,7 մլրդ դրամի հարկ: Այս ցուցանիշը  մոտ 31,3 մլրդ դրամով կամ շուրջ 37 %-ով ավելի է, քան անցած տարվա նույն ժամանակահատվածում վճարած հարկերը: ԶՊՄԿ-ն ինն ամսում  արդեն գերազանցել է ամբողջ 2023 թ. ընթացքում իր կողմից վճարված հարկերի տարեկան ցուցանիշը (70,8 մլրդ դրամ)։ Հավելենք, որ ԶՊՄԿ-ն երեք եռամսյակի կտրվածքով մոտ 34 մլրդ դրամով ավելի հարկ է վճարել, քան երկրորդ հորիզոնականում գտնվող ընկերությունը: Ոլորտում բյուջեի հարկային մուտքերի մասնաբաժինը 5-12 % է կազմում։ 2022-ին հանքարդյունաբերության ոլորտը  պետական բյուջե է վճարել  500 մլրդ դրամ։   

Օրբելի վերլուծական կենտրոնի փորձագետ Մերի Բոյաջյանը ejc.am-ի հետ զրուցում  նկատում է՝  ինն ամսում հազար խոշոր հարկատուների կողմից վճարված հարկերն ավելացել են 4․4 %-ով։ Հարկերի հավաքման աճը  հիմնականում պայմանավորված է պղնձի համաշխարհային շուկայում գների բարձրացմամբ։ Սա էլ իր հերթին ավելացրել է հանքարդյունաբերական ընկերությունների եկամուտները, հետևաբար՝ նաև հարկերը։

Ընդհանուր առմամբ տարեկան 34 մլն տոննա հանքանյութ է մշակվում, ԶՊՄԿ-ն-ին բաժին է  ընկնում  19 մլն, Թեղուտին՝  7 մլն, Ագարակին՝ 4․5 մլն տոննա հանքանյութ։ ՀՆԱ-ում ոլորտի մասնաբաժինը  մինչև 5 %-ի շրջանակներում է։  Ջհանյանի դիտարկմամբ,  ոլորտում 10,000 մարդը ստեղծում է  5% ուղղակի և 10 %  անուղղակի  արդյունք։

Ոլորտում  10 հազար աշխատատեղն իրականում այն մեծ թիվ չէ։ Բայց Վարդան Ջհանյանը պնդում է՝ թվերի փոքրությունը  արդյունավետ աշխատանքով է պայմանավորված։ Քիչ մարդիկ ավելի շատ են ավելացված արժեք ստեղծում։ Հայաստանում սա եզակի ոլորտներից է, որը նաև համայնքներն է զարգացնում։ Մարդկանց, աշխատուժին  կապում է բնակավայրերի ու համայնքների հետ։ 

Ոլորտը հնարավոր  է ավելի զարգացնել, եթե  դեռևս չաշխատող հանքավայրերն էլ սկսեն ամբողջական ծավալով աշխատել։ Ոլորտում ներուժ կա՝ ասում է Հանքագործների  և մետալուրգների միության նախագահը՝ նշելով՝  քիչ է խոսվում այն կարևորության մասին, որ ոլորտը կարող է ունենալ երկրի զարգացման գործում։

 Տնտեսական լրագրողների ակումբը Հայաստանի հանքագործների ու մետալուրգների միության հետ Սյունիքում ոլորտին վերաբերող սեմինար էր կազմակերպել լրագրողների համար։ ԶԼՄ ներկայացուցիչները նաև այցելել են Զանգեզուրի պղնձամոլիբդենային կոմբինատ։
