Վարչապետ Նիկոլ Փաշինյանի գլխավորությամբ Կառավարությունում քննարկվել է հանրային կառավարման բարեփոխումների ընթացքը:

Պատասխանատուները զեկուցել են ռազմավարական պլանավորման և քաղաքականության մշակման, ծառայությունների մատուցման, ինստիտուցիոնալ արդիականացման, մարդկային ռեսուրսների կառավարման, մասնակցային կառավարման և ռազմավարական հաղորդակցության ուղղությամբ իրականացված աշխատանքները:

Փոխվարչապետ Մհեր Գրիգորյանը զեկուցել է հանրային կառավարման բարեփոխումների ռազմավարության 2023-2025թթ. ճանապարհային քարտեզի համաձայն՝ ռազմավարական պլանավորման համակարգի բարելավման և հանրությանը մատուցվող ծառայությունների որակի բարձրացման ընթացքը: Այս համատեքստում, ընդգծվել է Հայաստանի ծառայությունների ազգային թվային հարթակի գործարկումը, ծառայությունների թվային ճարտարապետության իրավական հիմքերի սահմանումը, անձի էլեկտրոնային նույնականացման և ստորագրության միասնական մեխանիզմի ամբողջական գործարկումը: Մհեր Գրիգորյանն անդրադարձել է նաև պետության հիմնական ռազմավարությունների բաղադրիչներին, ռազմավարությունների մշակման և հաստատման աշխատանքներին:

Փոխվարչապետ Տիգրան Խաչատրյանն իր հերթին ներկայացրել է մանրամասներ ինստիտուցիոնալ արդյունավետության բարձրացման ուղղությամբ աշխատանքների, մարդկային ռեսուրսների կառավարման, վերոնշյալ ուղղությունների հետ կապված հիմնական խնդիրների, ինչպես նաև առաջիկա անելիքների մասին: Փոխվարչապետն ընդգծել է գործառույթներից բխող պահանջներին առկա մարդկային ռեսուրսների որակավորման համապատասխանեցման, աշխատանքն ըստ արդյունքի գնահատման, պահանջվող մարդկային ռեսուրսների լրացման ճկուն կարգավորումների և մրցակցային վարձատրության անհրաժեշտությունը:

Վարչապետի աշխատակազմի ղեկավար Արայիկ Հարությունը ներկայացրել է մասնակցային կառավարման և ռազմավարական հաղորդակցության ուղղությամբ իրականացված աշխատանքները: Ընդգծվել է, որ իրականացվել է իրավիճակի խորքային վերլուծություն, աշխատանքներ են տարվել ռազմավարական հաղորդակցության մոդելի ու անցումային փուլի, ինչպես նաև ռազմավարական հաղորդակցության հաղորդակարգերի մշակման և ներդրման ուղղությամբ: Առաջիկա անելիքների շարքում անդրադարձ է կատարվել ռազմավարական հաղորդակցության և մասնակցային կառավարմանն ուղղված նախատեսվող միջոցառումներին, այդ թվում՝ ռազմավարական հաղորդակցության անցումային պլանի ներդրմանը, պետական կառավարման համակարգի ծառայողների կարողությունների զարգացմանը, ռազմավարական հաղորդակցության թվայնացմանը, մասնակցային կառավարման ձևերի ուղեցույցերի մշակմանը, թվային հարթակների լավարկմանը:

Ներկայացված զեկույցների հիման վրա ծավալվել է քննարկում, հանդիպման մասնակիցները ներկայացրել են իրենց դիտարկումներն ու առաջարկությունները:

Ամփոփելով՝ վարչապետը հանձնարարականներ է տվել առաջնահերթ անելիքների, այդ թվում՝ թվայնացման, ինչպես նաև ինստիտուցիոնալ արդյունավետության բարձրացման և մարդկային ռեսուրսների կառավարման ուղղությամբ նախատեսվող աշխատանքների վերաբերյալ:
