Եվրոպական միությանն անդամակցելու գործընթաց սկսելու մասին Հայաստանի կառավարության ընդունած օրինագիծն ի սկզբանե եղել է քաղհասարակության նախաձեռնությունը. այս մասին Դավոսում պանելային քննարկման ժամանակ ասել է ՀՀ վարչապետ Նիկոլ Փաշինյանը:

«Մեր կառավարությունը հաստատել է այն և մեծ հավանականություն կա, որ խորհրդարանը նույնպես կընդունի, ինչը իրավականորեն կնշանակի, որ մենք սկսում ենք ԵՄ-ին ավելի ու ավելի շատ մոտենալու գործընթացը... Մենք ժողովրդավար ենք, այդ պատճառով էլ ցանկանում ենք մոտ լինել ԵՄ-ին: Երբ դու ժողովրդավարություն ես, ցանկանում ես ժողովրդավարությանը մոտ կամ դրա կիզկետում լինել, քանի որ հակառակ դեպքում դա անտրամաբանական կլինի», - ասել է Փաշինյանը: 

 Նա ընդգծել է, որ ներկայում Երևանն ավելի է սերտացնում հարաբերությունները Բրյուսելի հետ:

«Անկեղծ ասած, նախորդ տարիների ընթացքում մեր հարաբերություններում ահռելի փոփոխություններ և բարելավումներ են տեղի ունեցել», - ասել է վարչապետը՝ հիշեցնելով վիզային ռեժիմի ազատականացման շուրջ բանակացությունները, ԵՄ դիտորդական առաքելության տեղակայումը ՀՀ-ում:

Հայաստանի կառավարությունը հունվարի 9-ին հաստատել է «Եվրոպական միությանը Հայաստանի Հանրապետության անդամակցության գործընթացի մեկնարկի մասին» օրենքի նախագիծը, որը ներկայացրել է «Եվրաքվե» քաղաքացիական նախաձեռնությունը։
