Հայաստանի պետական պարտքը գնալով աճելու է

2024 թվականի դեկտեմբերի վերջի դրությամբ Հայաստանի ամբողջ պետական պարտքը՝ ներքին և արտաքին պարտքի հանրագումարը, կազմում է 12 մլրդ 842 մլն ԱՄՆ դոլար։ Ֆինանսների նախարարության տվյալներով, դրանից 6 մլրդ 454 մլն դոլարը Հայաստանի արտաքին պետական պարտքն է, 6 մլրդ 388 մլն դոլարը՝ ներքին պարտքը։ Պետական պարտքը դրամային արտահայտությամբ կազմել է մոտ 5 տրլն 93 մլրդ դրամ։

Հայաստանի արտաքին վարկերի կազմում ներկայում ամենախոշոր կշիռն ունեն Համաշխարհային բանկից ստացված վարկերը։ Անցած տարի գրեթե 2 մլրդ դոլար է ուղղվել պարտքի տոկոսների և մայր գումարի սպասարկմանը։ Պաշտոնական տվյալներով, 2024-ին 314 մլրդ դրամ է ուղղվել պարտքի տոկոսներին, 451 մլրդ դրամ՝ մայր գումարներին։

Պետական պարտքի շուրջ խոսակցությունները սրվեցին էկոնոմիկայի նախարար Գևորգ Պապոյանի փնթի մանիպուլյացիայից հետո։ Նախարարը որոշել էր խաբել հանրությանը, արտաքին պարտքի տվյալները հայտնելով՝ տպավորություն ստեղծել, թե պետական պարտքն այնքան էլ մեծ չէ։ Ավելին, սոցցանցերում օգտատերերից մեկի հարցին ի պատասխան, ասել էր, թե ներքին պարտքը նույնն է, որ մարդ մի գրպանից գումարը հանի, դնի մյուս գրպանը։

Հայաստանի նախկին վարչապետ Հրանտ Բագրատյանը բացահայտել էր նախարարի կեղծիքը, ավելին, նշել, որ պարտքի տոկոսների վճարման առումով երկրի ֆինանսական բեռը վերջին տարիներին աճել է 10 անգամ։ Ընդ որում, եթե արտաքին պարտքի սպասարկումը 1 տոկոս է, ներքին պարտքի սպասարկման վրա ծախսվում է 14 տոկոս։ «Այսինքն՝ ներքին պարտքի տոկոսները 14 անգամ ավելի բարձր են», - ընդգծել էր Բագրատյանը։
