Օրեր առաջ Ֆբ օգտատերերը ՀՀ էկոնոմիկայի նախարարի անմիտ հրապարակման մեկնաբանություններում տարակասուսանք են հայտնել, որովհետև ֆիկտիվ հանրապետականը մոռացել էր 6.4 մլրդ ԱՄՆ դոլարի հասնող ներքին պարտքի մասին : Դրանցից մեկին նախարարը որոշել է այսպես պատասխանել. - «Ներքին պարտքն այն է, որ պետությունը պարտք է իր քաղաքացիներին։ Ոնց որ դուք պարտք լինեք ձեր ընտանիքի անդամին։ Նույն բանն է, որ մի գրպանից հանես, մյուս գրպանը դնես»:
 
Գրառման բովանդակությունն արդեն իսկ վկայում է, որ հանրությունը գործ ունի տափակ հումորիստ եվ ֆունկցիոնալ անգրագետի հետ, որը սակայն շռայլ վարձատրություն է կպցրել։
 
Բարեբախտաբար կա պաշտոնական վիճակագրություն, որը վկայում է , որ 2024 թվականի Դեկտեմբերի 31-ին պետական պարտքը 12 միլիարդ 842 միլիոն դոլար է կազմել: Ներքին պարտքը 6 միլիարդ 388 միլիոն դոլար է, արտաքինը՝ 6 միլիարդ 454 միլիոն:
 
Հայաստանը պարտք է վերցնում արտաքին ու ներքին աղբյուրներից։ Արտաքին աղբյուրներ են միջազգային կազմակերպությունները, ինչպես՝ Համաշխարհային բանկը, Արժույթի միջազգային հիմնադրամը, և պետությունները՝ Ռուսաստանը, Գերմանիան և այլն։ Թողարկվում են նաև արտարժութային պարտատոմսեր։
Ներքին աղբյուրները պետական պարտատոմսերն են, որոնց թողարկումից գոյացած գումարները պետությունն ուղղում է բյուջեի ծախսերին։
 
Ինչպես արտաքին աղբյուրներից միջոցներ ներգրավելիս, այնպես էլ ներսում պարտք վերցնելիս պետությունը հստակ պարտավորություններ է ստանձնում՝ ժամանակին մարումներ, տոկոսագումարների վճարներ... Ընդ որում, ներքինի դեպքում պայմանները շատ ավելի ծանր են: Ներքին պարտքի զգալի մասը ռեզիդենտների ձեռք բերած պետական գանձապետական պարտատոմսերն են, որոնց միջին տոկոսադրույքը դրսից վարկերի կամ փոխառությունների տոկոսից բարձր է երեք անգամ:Ըստ պաշտոնական վիճակագրության՝ 2024-ի դեկտեմբերին դրսից վարկերի ու փոխառությունների միջին տոկոսը 3.5 է կազմել, պետական գանձապետական պարտատոմսեր ձեռք բերողներին, մինչդեռ, պետությունը շատ ավելին է վճարում՝ 10.6 տոկոս:
 
Կարևոր է նշել, որ 2024-ին կառավարության պարտքի մարման և սպասարկման համար պահանջվել է 805,2 միլիարդ դրամ (ավելի քան 2 միլիարդ դոլար): Այս գումարից 483 միլիարդ դրամը (ավելի քան 1,2 միլիարդ դոլար) ուղղվել է հիմնական պարտքի մարմանը, իսկ 322,2 միլիարդ դրամը (ավելի քան 827 միլիոն դոլար)՝ տոկոսային վճարումներին։
 
Պետական պարտքը վերացական մի կատեգորիա չէ, այն հստակ ֆինանսական պարտավորությունների բեռ է, որը ի վերջո կարող է բերել ֆինանսական անվճարունակության։
 
Հայաստանի յուրաքանչյուր քաղաքացի՝ նորածնից մինչև ամենատարեց, այսօրվա դրությամբ շուրջ 3800* ԱՄՆ դոլար պետական պարտք ունի։ Սա Հայաստանի ամբողջ պետական պարտքի յուրաքանչյուրիս մասնաբաժինն է։
 
Ճիշտ է՝ պետությունը փակում է այդ պարտքը, բայց՝ պետական բյուջեի հաշվին, որը գոյանում է քաղաքացիների հարկերից։ Եվ եթե բարենպաստ տարիներին հարկերը եվ բյուջետային մուտքերը հնարավորություն էին տալիս ինչ որ կերպ խուսանավել դեֆոլտից, ապա 2025 թվականին ըստ ԱՄՀ կանխատեսումների ՀՀ արտահանումը, ներմուծումը, ծառայությունների ոլորտը փլվելու է 40-50 տոկոսով եվ հետեւաբար անհնար է լինելու իրականացնել պարտքերի մարումը եվ տոկոսադրույքների սպասարկում։ Ուստի ներկա իշխանությունը փորձելու է պարտքի սպասարկումը դնել տնտեսվարողների եվ ֆիզիկական անձանց ուսերին։ Այ դրանով են պայմանավորված գույքահարկի, շրջանառության հարկի տոկոսադրույքների աճը, ֆիզիկական անձանց հայտարարագրման անպատրաստ հիմարությունը, աղբի վճարների հաշվարկի փոփոխությունը եվ բազմաթիվ հարկային տեռորի գործիքների ներդնումը։Ինչ պետք է անել ?: Կա մեկ լուծում։ Քպ խմբակը եվ դրա ազգադավ պարագլուխը պետք է հեռանան !:
