Այսօր Կառավարությունը հաստատեց շրջանառության հարկ վճարող տնտեսվարողների աջակցության ծրագիրը՝ ըստ էության 6 ամսով հետաձգում, ինչը ևս մեկ անգամ ցույց է տալիս, որ հարկային օրենսգրքի այս փոփոխությունը պատճաշ կազմակերպված չէր, որն էլ առաջացրել է լուրջ դժգոհություն ՓՄՁ ներկայացուցիչների և այլ շրջանակներում։

Այս աջակցության ծրագրի անհրաժեշտությունն այն է, որ շրջանառության հարկ վճարողներից շատերը դեռևս նախորդ ժամանակաշրջանից ձեռքբերված ապրանքների մասով չունեն հիմնավորող փաստաթղթեր, որի արդյունքում կրկնակի հարկային բեռի աճ կարող էր գրանցվել, ինչից ելնելով Կառավարությունն առաջարկում է անցումային փուլ՝ նոր պայմաններին հարմարվելու համար։

Այսինքն, խոսքն այն մասին է, որ մի կողմից եթե տնտեսվարողը առանց փաստաթղթի է գործունեություն ծավալում, ուրեմն շրջանառության հարկի չափը ձևավորվում էր շրջանառության 5 տոկոսի չափով, իսկ եթե փաստաթղթավորված էր՝ 1,5 տոկոսի չափով, ապա հարկային նոր փոփոխությունների համաձայն, նախորդ փուլերից մնացած ձեռքբերումների համար, որոնց համար փաստաթուղթ չունեին, և հասկանալի է անհնար կլիներ այլևս փաստաթղթերը ձեռք բերել՝ վճարեին 10 տոկոս։ Միևնույն ժամանակ, առհասարակ բավականին բարդ է այս գոծող պայմաններում ամեն ինչի համար փաստաթուղթ ձեռք բերել։ Ուստի, մի նոր գործիք կիրառվեց, որ եթե մինչ այժմ կիրառվում էր միայն ապրանքների մասով նվազեցումներ, հիմա նաև ներառվեցին այլ ծախսեր՝ աշխատավարձ, վարձակալության, կոմունալ վճարներ և այլ գործառնական ծախսեր` իջեցնելով հարկման բազան, որի արդյունքում նաև հարկի չափը կարող է փոքր լինել, այլ կերպ ասած՝ 4 տոկոսի նվազեցումը կարող է դառնալ 9 տոկոս։

Սակայն, մենք կարծում ենք, որ այս 6 ամսյա ռեժիմը ժամանակավոր լուծում է, ժամանակ շահելու միջոց է, և կան առանձնահատկություններ բիզնեսում որոնք դեռևս երկարատև լուծումներ են պահանջում։

Այսինքն, խոսքը գնում է ապրանքների պարտադիր 6 ամսյա ժամկետում իրացման մասին։
Այսպիսով, անցումային փուլը պետք է նախատեսել մինչև տարեվերջ և նորից արմատապես վերանայել 5 տոկոսից 10 տոկոսի անցումը, որը խիստ վիճարկելի հարց է և լրացուցիչ լուրջ քննարկւմներ է պահանջում։
