Ավելի վաղ հայտնել էի, որ Հայաստանում մարդու իրավունքների խնդիրներն ուսումնասիրելիս արձանագրում ես, որ հաճախ մարդն իր իրավունքի պաշտպանության մեխանիզմը չունի (https://www.facebook.com/betghehem.arabyan/posts/pfbid0LWxoUfzbh1V5qPqh2y2w5YecHDLx7yNSnTzJrPFKmWH8wNhXtLsUEytN3rJLHhCol?locale=hy_AM)։

Երբեմն, ի թիվս այլ գործոնների, խնդիրն այն է, որ մարդը օբյեկտիվ ու սուբյեկտիվ պատճառներով չի կարող իրացնել իր իրավունքները, որոնք ամրագրված են օրենքով։

Կան անձինք, որոնց ռեսուրսներն ապահովում են իրենց իրավունքների իրացումը և ավելին, ցավոք, զուգահեռաբար լինում են դեպքեր, երբ մարդը մնում է միայնակ, անգամ իր իրավունքների իրացման ճանապարհը չգիտի կամ կարծում է, որ միևնույն է, իր իրավունքը չի պաշտպանվի։ Միայնակ, իրավունքների խախտումներով մարդը հասնում է հուսահատության, որի ելքը, վստահաբար, ի շահ մարդու, և հետևաբար՝ ի շահ պետության չէ։

Հաշվի առնելով այս և այլ հանգամանքները, որպես Hayastan.news-ի գլխավոր խմբագիր հայտնել էի, որ մարդը կարող է իր իրավունքի խախտման դեպքերի մասին հայտնել խմբագրությանը` editor@hayastan.news հասցեին ուղարկելով խնդրի կարճ նկարագիրն ու կոնտակտային տվյալները։

Հայտարարությունից հետո և՛ անհատներ, և՛ խմբեր դիմել են մեզ, դիմողների թվում նաև առանձնապես ծանր հանցագործության դեպքեր կան, ընդհուպ մինչև թրաֆիքինգ։

Դիմողներից ոմանք դիրքորոշում, ոմանք գնահատական, ոմանք պարզապես հարթակ են պահանջում իրենց բաց նամակները հրապարակելու համար։

Հետևաբար, հաշվի առնելով վերը նշված գրառմանս հաջորդած ժամանակահատվածում տեղի ունեցած իրադարձությունները և դիմումները, որոնք ընթացքի մեջ են, հասկացա, որ անրաժեշտ է ձևավորել նախաձեռնություն, որի շահառուն կլինի բացառապես մարդն իր իրավունքներով։

Ի վերջո, այդ գործիքակազմն ավելին ընդգրկելու հնարավորություն է տալիս, երբ այն համատեղում ես նաև մեդիայի հետ։

Անվան հարցում երկար մտածելու կարիք չեղավ․ քաղաքացիական նախաձեռնությունը կկոչվի «Հանուն մարդու՛ իրավունքների»։ Նախաձեռնությանն օժանդակելու առաջին պայմանը Ձեր իրավունքների խախտումների մասին մեզ հայտնելն է՝ առայժմ կրկին editor@hayastan.news հասցեին։ Մնացածը՝ հընթացս։

Ուշադրության կենտրոնում վստահաբար լինելու են նաև բոլոր այն դեպքերը, որոնք բարձրաձայնում է մարդը՝ անկախ բարձրաձայնման հարթակից, բոլոր այն դեպքերը, որոնց մասին նախաձեռնությունը տեղյակ է լինելու։ Ոմանք, տարբեր շրջանակներ հանուն իրենց շահի մոլորեցնում են մարդուն, ասում, որ կոնկրետ պարագայում խախտվել է նրա իրավունքը, և մարդուն տանում են այդ ուղղությամբ, առանց բացատրելու և իրազեկելու նրա իրավունքը և դիմացինի իրավունքը։ Նման խնդիրներ ևս նշմարվում են, և հետևաբար ուշադրության կարիք ունեն, որոնք պարզապես բարի կամքի դրսևորում են պահանջում և բարեխղճություն։

Դիմե՛ք, բարձրաձայնե՛ք ձեր իրավունքների խախտումների մասին, մարդի՛կ։ Մի մտածեք, որ դուք միայնակ եք։

Եվ չմոռանաք․ Հայաստանի Հանրապետությունում մարդը բարձրագույն արժեք է։ Գործե՛ք հանուն մարդու իրավունքների։
