Կառավարությունը 60 տոկոս եկամտահարկ կվերադարձնի՝ օտարերկրացի միգրանտներին Հայաստանում աշխատանքի ընդունելու համար

Կառավարությունը սահմանել է Բարձր տեխնոլոգիաների ոլորտի պետական աջակցությունների տրամադրման կարգերը: Ըստ այդմ՝ կարգավորվում են 2024թ. դեկտեմբերի 4-ին ընդունված «Բարձր տեխնոլոգիաների ոլորտի պետական աջակցության մասին» օրենքով սահմանված բարձր տեխնոլոգիաների ոլորտի պետական աջակցության տրամադրման հետ կապված հարաբերությունները։

Որոշմամբ սահմանվել են պետական աջակցության տրամադրման մի շարք  կարգեր: Մասնավորապես՝ աշխատանքային միգրանտների համար պետական աջակցություն՝ եկամտային հարկի 60%-ի չափով։  Միգրանտ է համարվում քաղաքացիություն չունեցող կամ օտարերկրյա քաղաքացիություն ունեցող աշխատողը, որը մինչև 2022թ. մարտի 1-ը չի աշխատել ՀՀ-ում, աշխատանքի վարձատրության մասով եկամտային հարկ չի վճարել (ՀՀ քաղաքացիություն ունեցող երկքաղաքացին միգրանտ չէ): Նախատեսվել է նոր աշխատողներ ներգրավելու համար պետական աջակցություն՝ եկամտային հարկի 60%-ի չափով։ Նոր աշխատող է համարվում նախկինում բարձր տեխնոլոգիաների ոլորտում չաշխատած անձը: Այս դեպքում նոր աշխատողի կարգավիճակը վարձու աշխատողը պահպանում է աշխատանքի անցնելու պահից սկսած երեք օրացուցային տարիների համար՝ անկախ գործատուի փոփոխությունից։ Կադրերի պատրաստման և վերապատրաստման համար՝ եկամտային հարկի 50 %-ի չափով։ Վերապատրաստված է համարվում միջազգային ճանաչում ունեցող հարթակներից հավաստագիր ստացած աշխատողը: Վերապատրաստման հետ կապված հիմնավորումները կուսումնասիրվեն և կընդունվեն ՀՀ ԲՏԱ նախարարի հրամանով հաստատված կարգով:

Վարձու աշխատող հանդիսացող աշխատանքային միգրանտին պետական աջակցություն՝  եկամտային հարկի 60%-ի չափով աջակցություն (ուժի մեջ կմտնի՝ 2026թ. հունվարի 1-ից)։

Որոշմամբ սահմանված կարգերը նախատեսում են նաև պետական աջակցության տրամադրման բողոքարկման և այլ հարաբերություններ: Աջակցությունը տրամադրվում է ՀՀ կառավարության որոշմամբ հաստատված բարձր տեխնոլոգիաների ոլորտի մասնագիտական աշխատանք կատարող անձնակազմի համար: Աջակցության գումարը չի կարող գերազանցել տնտեսավարող սուբյեկտի բոլոր աշխատողների եկամտային հարկի 50 %-ը:

Որոշմամբ սահմանված է, որ աջակցություն ստանալու դիմումները կարող են ներկայացվել եռամսյակի վերջին ամսվա հարկային հաշվարկների ներկայացման վերջնաժամկետին հաջորդող աշխատանքային օրվանից հետո՝ մինչև տվյալ ամսվան հաջորդող ամսվա 20-ը ներառյալ: Ընդ որում, դիմումները ներկայացվում են միայն դիմելու օրվան նախորդող եռամսյակի համար և այդ ժամկետի ավարտից հետո նախորդ եռամսյակի համար դիմումներ չեն ընդունվի: Աջակցության տրամադրման գործընթացն իրականացվում է ինքնաշխատ հարթակի միջոցով: Որոշմամբ նախատեսված է նաև աջակցության դիմումի բողոքարկման մեխանիզմ, ընդ որում՝ աջակցության գումարի ճշգրտման դեպքում կկատարվեն վերահաշվարկներ: Աջակցության համար կարող են դիմել այն կազմակերպությունները, որոնց ԱԱՀ-ի և(կամ) շրջանառության հարկի հարկային հաշվարկներով հայտարարագրած գործունեության բոլոր տեսակներից իրացման շրջանառության առնվազն 90%-ը պետական աջակցության հաշվետու ժամանակաշրջանում ձևավորվում է բարձր տեխնոլոգիաների ոլորտի գործունեության տեսակներից և որոնք հայցվող ժամանակաշրջանում փոփոխություններ կատարած չեն լինի իրենց տնտեսական գործունեության տեսակներում, բացառությամբ աջակցության ենթակա գործունեության տեսակների միջև փոփոխությունների:

Վարչապետը կարևորել է ընդունված որոշումը և ընդգծել աջակցության մանրամասների վերաբերյալ պատշաճ իրազեկում ապահովելու անհրաժեշտությունը. «Շատ կարևոր է, որպեսզի ոլորտը բոլոր նրբությունները հասկանա և ճիշտ արձագանքի»:
