Խորհրդարանական ընտրություններից առաջ գործող իշխանությունները բավականին լուրջ ձեռնարկներ են իրականացնում, մասնավորապես, ընդդիմադիր լրատվամիջոցներին լռեցնելու ուղղությամբ։ Թեպետ իշխանության ձևակերպումը բոլորովին այլ է, նախօրեին կառավարությունը հայտարարել է, թե պետական միջոցների հաշվին հիմնադրամ է ստեղծում, որը հեռուստաալիքներին և ԶԼՄ-ներին դրամաշնորհներ պետք է տրամադրի «հանրօգուտ» մեդիա բովանդակություն ստեղծելու համար։ Պնդում են, թե որևէ կերպ չեն մասնակցելու խմբագրական քաղաքականությանը, ինչը նույնիսկ փորձագետների համար է ծիծաղելի։

Ըստ կառավարության` հանրօգուտ բովանդակությունը մշակութային, կրթական, մանկական հաղորդումներն են, այլ մանրամասներ չի հաղորդում։ Հիմնադրամի ղեկավար է նշանակվելու իշխանական նախկին պատգամավոր Վահագն Թևոսյանը, ով հենց նույն օրը հայտարարել էր Հանրային հեռուստառադիոընկերության խորհրդի անդամի պարտականությունները դադարեցնելու վերաբերյալ։ Վերջին շրջանում ընդդիմադիր լրատվամիջոցների բավականին լուրջ ակտիվությունը, ինչպես նաև իշխանական պատգամավորներին նեղը գցելը, վերջիններիս բոլոր սկանդալները հրապարակելու հանգամանքը լրջորեն մտահոգել է Փաշինյանին, և այս հիմնադրամի միջոցով Փաշինյանը ցանկանում է ընդդիմադիր լրատվամիջոցներին զրկել ֆինանսավորումից։ Մասնավորապես, ըստ մեր տեղեկությունների, փորձելու են կտրել բոլոր գովազդային հոսքերը, իսկ բիզնեսին պարտադրելու են գումարները վճարել ոչ թե կոնկրետ լրատվամիջոցների, այլ հենց կառավարության ստեղծած հիմնադրամին, որն էլ այդ գումարները բաշխելու է միայն յուրայինների մեջ։

Վաղուց արդեն ակնհայտ էր, որ գործող իշխանությունները խնդիրներ ունեն մամուլի հետ, և այդ խնդիրները փորձելու են լուծել կոշտ մեթոդներով։ Եթե մինչ վերջերս դեռ Փաշինյանի իշխանությունն առանձնապես քայլեր չէր ձեռնարկում, վերջին շաբաթների իրադարձությունները համոզել են, որ միայն մամուլի դեմ կոշտ միջոցներով հնարավոր կլինի զսպել իշխանության վարկանիշի նվազումը։
