2014թ-ի մայիս ամսին ԵԽ Նախարարների կոմիտեի նախագահությունը վեց ամսյա ժամկետով փոխանցվեց Ադրբեջանին:
Նախագահության առաջին իսկ օրվանից՝ ադրբեջանական իշխանություններն սկսեցին լայանածավալ մասշտաբով կտտանքների ենթարկել քաղաքացիական հասարակությանը, ընդդիմադիրներին, իրավապաշտպաններին, բլոգերներին, մամուլի ներկայացուցիչներին։
Հենց առաջին իսկ պահին, սկսվեցին քննադատություններն այդ առնչությամբ. «Լրագրողների պաշտպանության կոմիտեն» (CPJ) հրապարակել էր` «Ադրբեջանը ստանձնում է Եվրոպայի խորհրդի նախագահությունը, չնայած այնտեղ մամուլի ազատությունը գտնվում է ցածր մակարդակի վրա» հոդվածը: Ավելին՝ մի շարք հեղինակավոր կայքեր գրում էին, որ մայիսի 14-ին Ադրբեջանի կողմից ԵԽ նախագահության ստանձնումով ԵԽ հանդեպ վստահությունը դրվում է կասկածի տակ:
Այս ընթացքում ԱՄՆ Պետդեպի ներկայացուցիչ Ջեն Պսակին հայտարարել էր, որ ԱՄՆ-ն խորապես անհանգստացած է Ադրբեջանում վերջերս քաղաքացիական հասարակության վրա գործադրվող ճնշումներից: Փսակին կոչ էր արել Ադրբեջանի կառավարությանը մարդու իրավունքների միջազգային իր հանձնառություններն ու պարտավորություններն իրականացրել:
Քննադատական հայտարարություններով էին հանդես եկել նաև Եվրոպայի խորհրդի Խորհրդարանական վեհաժողովի (ԵԽԽՎ) նախագահ Անն Բրասերը, ԵԱՀԿ-ի մամուլի ազատության հարցերով ներկայացուցիչ Դունյա Միյատովիչը, Եվրոպայի խորհրդի գլխավոր քարտուղար Թյորբորն Յագլանդը և այլք:
Անցան սպասվելիք 6 ամսիներն ու ակնհայտորեն Ադրբեջանում ոչ թե առաջընթաց, այլ հետընթաց գրանցվեց թե վարկանիշի, և թե մարդու իրավունքների ոլորտում:
Human Rights Watch կազմակերպությունը Եվրոպայի խորհրդում Ադրբեջանի ստանձնած նախագահության ավարտի կապակցությամբ հանդես էր եկել զեկույցով և նշել, որ այս ընթացքում Ադրբեջանում շատացել են ճնշումները հատկապես ընդդեմ մարդու իրավունքների և ազատ խոսքի: Կազմակերպության փորձագետ Գիորգի Գոգիան նշել է, որ սարսափելին այն է, որ ԵԽ նախագահության վեց ամսվա ընթացքում Ադրբեջանում ռեպրեսիաներն ավելի ուժեղ բնույթ ստացան, և մի քանի տասնյակ մարդիկ ձերբակալվեցին:
Եվրոպայի խորհրդի Մարդու իրավունքների հարցերով հանձնակատար Նիլս Մույժնիեկսը իր ֆեյսբուքյան էջում նշել էր, որ Ադրբեջանը պատմության մեջ կմտնի որպես մի երկիր, որը բռնաճնշումների աննախադեպ արշավ է կազմակերպել իրավապաշտպանների դեմ իր նախագահության ժամանակահատվածում:
Այսքանից հետո հարց է առաջանում՝ նման քննադատություններ լսելուց ու իրենց երկրում իրական փոփոխություններ չիրականացնելուց հետո, Ադրբեջանի իշխանությունները ի՞նչ էին ցանկանում ցույց տալ, որ նրանք ի ցույց աշխարհի արհամարհում են ԵԽ-ն և առհասարակ ամբողջ աշխարհը, թե՞ իրականում ցանկություն չունեն մարդու իրավունքների ոլորտում տեսանելի փոփոխություններ մտցնել:
