Միևնույն ժամանակ ՀՀ իշխանություններն ամեն կերպ խոչընդոտում են Սյունիքում ՌԴ գլխավոր հյուպատոսություն բացելու առաջարկին։ Ռուսաստանը Սյունիքում գլխավոր հյուպատոսություն բացելու մտադրության մասին խոսում է տարիներ շարունակ: Ռուսաստանի արտգործնախարար Սերգեյ Լավրովն անցած շաբաթ Երևանում ասել էր, որ Հայաստանի արտաքին քաղաքական գերատեսչության ղեկավար Արարատ Միրզոյանի հետ մանրամասն քննարկել են Կապանում Ռուսաստանի գլխավոր հյուպատոսություն բացելու հարցը, հավելելով, որ նախապատրաստական աշխատանքներն ընթանում են: Թե ինչու Կապանում այդպես էլ չի բացվում Ռուսաստանի գլխավոր հյուպատոսությունը, Ռուսաստանի արտգործնախարարության խոսնակ Մարիա Զախարովան Լավրովի Հայաստան կատարած այցից հետո հորդորել էր այդ հարցը տալ հայկական կողմին: Իսկ հայկական կողմը չի շտապում, չի էլ բարեհաճում մեկնաբանություն անել։

ՀՀ ԱԳՆ խոսնակ Անի Բադալյանը հայտնել է, թե Կապանում Ռուսաստանի գլխավոր հյուպատոսության բացման ուղղությամբ քննարկումները շարունակվում են։ «Նոր զարգացումների դեպքում կտեղեկացնենք», - ասել է նա։
