Ընդդիմադիր քաղաքական գործիչների կալանավորումները վաղուց իշխանության համար դարձել են իրենց բռնաճնշումների հիմնական գործիք։ Միևնույն ժամանակ, փաստն այն է, որ տեխնիկայի և տեխնոլոգիաների այս դարում առնվազն կալանքով հնարավոր չէ լռեցնել ընդդիմադիր քաղաքական գործիչներին, մարդկանց, ովքեր ունեն ռեսուրսներ, մեծ հեղինակություն, իսկ նրանց խոսքն էլ հանրությունն ընկալում և ընդունում է։

Նույնը, ինչպես և սպասելի էր, տեղի ունեցավ գործարար բարերար Սամվել Կարապետյանի դեպքում։ Վերջինս արդեն օրեր շարունակ գտնվում է կալանքի տակ, իշխանություններն էլ արգելել են նրա տեսակցությունները, կարողանում է հանդիպել միայն փաստաբաններին և ընտանիքի անդամներին։ Նույնիսկ այսպիսի պայմաններում Սամվել Կարապետյանը թվով 6-րդ նամակն է ուղղել քրեակատարողական հիմնարկից՝ ներկայացնելով իր մոտեցումներն ու տեսլականը Հայաստանում ստեղծված իրավիճակը հանգուցալուծելու ուղղությամբ։

Կարապետյանն ու իր թիմը բավական գրագետ են գործում, իսկ Կարապետյանի պատկերացումները և քաղաքական հայտարարությունները լուրջ մշակված են, ուղղված ոչ միայն այս օրվան, այլ նաև ապագային։ Փաստացի Կարապետյանը հարց է տալիս, թե ի՞նչ հաջողվեց ներկա իշխանություններին, և ինքն էլ պատասխանում է․ «Երկիրը բաժանել սևերի և սպիտակների, հերոսներին, գեներալներին, գիտնականներին, ամբողջ էլիտային դասեցին սևերի շարքը։ Ոմանց սարքեցին կաշառակերներ, ոմանց սարքեցին հասարակության համար անպիտաններ, բոլոր գործարարները հայտնվեցին սևերի դաշտում, ոմանց դեմ նույնիսկ հարուցվեցին հարյուրավոր անօրինական քրեական գործեր»,- նշում է գործարարը։

Նրա կարծիքով, դաժան ռեպրեսիվ մեքենան դարձել է ամենապահանջված միջոցը և սասանում է մեր երկրի ներքին ամրությունը։ «Երկրի համար սրտացավ անհանգիստ, աշխատատեղ ու բարիք ստեղծող մարդիկ դարձել են քաղբանտարկյալներ՝ ճաշակելով կալանավայրերի խցերի քաղցրությունը։ Հաջողվեց բոլորին հանել բոլորի դեմ, քաղաքական ուժերը սկսեցին պայքարել միմյանց դեմ՝ մի կողմ թողնելով գլխավոր չարիքը»,- նշում է Կարապետյանը, բայց և հավելում, որ շուտով միասին վերջ են տալու պառակտմանը։

Մեր հարցումները հասարակության շրջանում, ինչպես նաև քաղաքագիտական ու փորձագիտական շրջանակներում վկայում են, որ Կարապետյանի այս ուշագրավ դիտարկումները բավականին ազդեցիկ են, նաև հանրությունն ու քաղաքական ուժերը միավորելու լուրջ հնարավորություններ ունեն։ Ուստի և գործող իշխանությունները, որքան էլ ջանան, չեն կարողանալու լռեցնել ռուսաստանաբնակ հայ գործարարին, որին իրենք են իրենց անհեթեթ գործողություններով մղել դեպի անկյուն, իսկ նման ազդեցիկ մարդկանց հետ պատերազմը կարող է «ծանր հետևանքներ» ունենալ միայն գործող իշխանությունների համար։
