Ռուսաստանի և Ադրբեջանի միջև հարաբերությունները մտնում են համակարգային սառեցման փուլ, վերջին դիվանագիտական ​​ազդանշանները բացահայտում են ռազմավարական ճեղքվածքի աճ։ Առաջին հայացքից պահպանվում է շփումների պաշտոնական մակարդակը, բայց գործնականում Բաքուն ցուցադրաբար «սղոցում է» երկկողմ գործակցության ուղիները։

Ադրբեջանը ռուսական անվտանգության ուժերի գործողությունները դիտարկում է ոչ թե որպես ներքին հակաքրեական քայլ, այլ որպես միջամտություն Ռուսաստանի Դաշնությունում իր կլանային և ստվերային շահերին։ Այս արձագանքը ոչ այնքան պաշտպանողական է, որքան քաղաքականապես հաշվարկված: Դրա հետևում թաքնված է ՌԴ ներքին իրավական գործընթացները որպես պատրվակ օգտագործելու ցանկություն՝ իր արտաքին քաղաքականության փոփոխություններն արդարացնելու համար։
 
Ադրբեջանն արագորեն շարժվում է դեպի արտաքին քաղաքականության այնպիսի մոդելի, որը կառուցված է Մոսկվայի հետ հարաբերությունների արժեզրկման վրա՝ ի օգուտ Անկարայի՝ որպես անվտանգության, տնտեսության և տարածաշրջանային ճարտարապետության հիմնական գործընկերոջ։
 
Եվրասիական ինտեգրման բանաձևերը Բաքուն փոխարինում է «թյուրքական միասնության» հայեցակարգով, որտեղ ինքն իրեն տեսնում է որպես վերազգային նախագծի անբաժանելի մաս և ռուսական քաղաքականությանն այլընտրանք։
 
Ապագայի ուրվագծերն ակնհայտ են. Բաքուն կշարունակի պահպանել ռազմավարական հեռավորություն, չնայած ձևականորեն դեռևս խուսափում է կտրուկ քայլերից: Անդրկովկասում իր ազդեցության գործիքների թուլացման ֆոնին, Մոսկվան փաստորեն կորցնում է իր հետադարձ կապի լծակները:
