Սեպտեմբերին կայանալիք կուսակցության համագումարին ընդառաջ «Քաղաքացիական պայմանագիր» կուսակցության ներսում իրավիճակը կրկին սրվել է։ Առայժմ բանը հրապարակային կամ նույնիսկ ներկուսակցական քննարկումներին չի հասել, բայց խնդիրն այն է, որ «Քաղաքացիական պայմանագիր» կուսակցությունում գործող տարբեր կլանները փորձում են պայքարել կուսակցության նոր վարչությունում հնարավորինս ավելի մեծ թվով կողմնակիցներ ունենալու համար։

Նախորդ ընտրություններից հետո Սուրեն Պապիկյանի դիրքերը բավական թուլացել են, առավել ևս, որ նրա որոշ կողմնակիցներ նույնիսկ չեն առաջադրվել կամ էլ նրանց արգելել են առաջադրվել կուսակցության վարչության համար։ Մեծ հավանականությամբ, նույնիսկ Պապիկյանին չի հաջողվի ընտրվել կուսակցության վարչության կազմում, քանի որ նրա նկատմամբ արդեն այլևս ոչ թե խուլ, այլ բացահայտ դժգոհություն կա իշխող ուժի մեջ։ Մինչ պաշտպանության նախարար, նախկին փոխվարչապետն իրեն Փաշինյանի հետնորդ էր զգում, ՔՊ-ում դժգոհում են, որ Պապիկյանն անգամ վարչության նիստերին կամ կուսակցության գրասենյակ գալիս է մեծաթիվ թիկնապահների ուղեկցությամբ, ինչը տարակուսանք է առաջացրել «Քաղպայմանագրի» ու ազդեցիկ դեմքերի շրջանում։

Մյուս կլաններն առայժմ ներքին պայքար են մղում՝ փորձելով ստանալ տարածքային մարմինների աջակցությունը։ Ամռան ողջ ընթացքում վարչության անդամները, ըստ ամենայնի, արձակուրդի կամ հանգստանալու չեն մեկնի, փոխարենը կմեկնեն տարածքային կառույցների հետ հանդիպումներ անցկացնելու, տեղերում պատվիրակների մոտ իրենց դիրքերն ամրապնդելու համար։

Նախորդ ընտրությունների փորձը, երբ վարչության անդամ դարձան որևէ արժանիք չունեցող ուսապարկեր, ՔՊ-ում այլևս ուսանելի է դարձել, որ հարկավոր է ոչ թե աշխատել միայն Երևանում կամ լավ աչքի ընկել Փաշինյանի մոտ, այլ նաև տեղերում ևս կողմնակիցներ ձեռք բերել, որպեսզի կարողանան տեղ զբաղեցնել ՔՊ վարչությունում։
