Հայաստանյան քաղաքական համակարգում, ինչպես և պետական կառավարման տարաբնույթ օղակներում, շարունակվում է ռեգրեսը, և մեր առաջնորդների ֆետիշիստական վերաբերմունքը յուրաքանչյուր հնի և անցյալի հետ առնչվող յուրաքանչյուր երևույթի նկատմամբ արցունքներ է կորզում համակարգիչի էկրաններից տոթակեզ մեր աչքերից: Առաջնորդներից մեկը իր ամպագոռգոռ քարոզները առավել ազդեցիկ դարձնելու համար անցյալի մոխիրներից վեր է հանում օղորմածիկ Սթիվ Ջոբսի գովազդային տեքստերը, մյուսը ջանասիրաբար կառավարման համակարգը զարդարում է խոր ծերություն ապրող հասարակական - քաղաքական գործիչներով:
Հայաստանյան կառավարման համակարգի զառամյալեցման ազգային ծրագրի շրջանակներում օրերս ևս մեկ ուշագրավ նշանակում է կատարվել՝ ՀՀ անտառների վնրականգնման և զարգացման հիմնադրամի գործադիր տնօրեն է նշանակվել Սևանա լճի հիմնահարցերի հանձնաժողովի նախագահի տեղակալ Յուրի Ջավադյանը: Պարոն Ջավադյանը, չնայած իր երիտասարդական ավյունին և պետությանը ծառայելու բուռն ձգտմանը, 79 տարեկան է: Թե ինչու են իշխանությունները շուրջ 80-ամյա, պատկառելի տարիքի մարդուն ծանրաբեռնել նոր պաշտոնով, հանելուկների շարքից չէ: Բանն այն է, որ նա ՀՀ ԿԲ նախագահ Արթուր Ջավադյանի հայրն է: Ահա թե որտեղ է թաղված շան գլուխը:
Ի դեպ, այս պաշտոնը թափուր էր մնացել նախկին տնօրեն, նույնպես պատկառելի տարիք ունեցող Վլադիմիր Մովսիսյանի մահվանից հետո:
Խորը հարգանք ունենալով բոլոր մեծահասակների, այդ թվում պարոն Ջավադյանի նկատմամբ, ով, միգուցե, անուրանալի ծառայություններ է մատուցել Հայաստանին, պետք է ընդգծեմ, որ աշխատատեղերի և երիտասարդ կադրերի առաջխաղացումը սպասարկելու լրջագույն խնդիր ունեցող Հայաստանում մշտապես նույն, տարիքն առած մարդիկ նշանակվում են նորանոր պաշտոնների: Տպավորություն է ստեղծվում, թե երեսունականներից սկսած Հայաստանում ծնելիությունը իսպառ վերացել է և նոր մարդիկ չեն ծնվել: Իշխանությունից ճահիճի հոտ է գալիս, ընդ որում այդ ճահիճը այնքան է նեխել, որ կլանում է անգամ այնտեղ հայտնված հատուկենտ նորմալ կադրերին:
Իսկապես անհասկանալի է մեր իշխանությունների հոգեկան շեղման հասնող մոլուցքը՝ իր կադրերին մշտապես տարբեր էշելոններում խցկելու հարցում: Սա քաղաքական կուլտուրայի բացակայություն է, երբ երկար տարիներ կառավարելուց հետո մեր երկրի ղեկավարները հեռանալու և տեղը նոր, թարմ կադրերին զիջելու կամք չունեն: Մեր պետությունը չի կարող զարգանալ, քանի դեռ իրենց վաղուց սպառած պաշտոնյաները քարշ են գալիս պաշտոնից պաշտոն:
Իհարկե, մեղավորը այս դեպքում կառավարման ամբողջ համակարգում իշխող նողկալի ավանդույթն է՝ իրենց ամենավատ կադրին չկորցնել և մշտապես խցկել որևէ փողոտ «անցք»:
Իսկ մեր երիտասարդ, լավագույն կադրերը թողնում և հեռանում են: Բա ի՞նչ անեն: Ինչպե՞ս ապրեն մի զառամապետությունում, որտեղ իրենց տեղը զբաղեցրել են Երվանդ Զախարյանն ու ԿԲ նախագահի հայրը: Մինչ այս մարդիկ կորոշեն չաշխատել պետական ապարատում՝ նորամանուկն անգամ թոշակառու դարձած կլինի...
