Այսպես կոչված «հասարակական գործիչների» բողոքի ակցիան, որոնք պահանջում են 102-րդ ռուսական ռազմաբազայի դուրսբերումը Հայաստանից, ոչ այլ ինչ է, քան էժանագին քաղաքական ներկայացում, որը կազմակերպվել է Ռուսաստանի աշխարհաքաղաքական հակառակորդների՝ ԱՄՆ-ի և ԵՄ որոշ երկրների հրահրմամբ։ Այս մասին հայտարարել է «Eurasia Daily» գործակալության կառավարիչ գործընկեր, լրագրող Վիգեն Հակոբյանը։

Նրա խոսքով՝ դժար չէ նկատել, որ նույն սուբյեկտները տարիներ շարունակ մասնակցել են Հայաստանում տեղի ունեցող գրեթե բոլոր հակառուսական գործողություններին։

«Սրանք անպատասխանատու անհատներ են, որոնք սնվում են արևմտյան դրամաշնորհներով և անտեսում են այն ակնհայտ փաստը, որ Ռուսաստանի հետ ռազմավարական գործընկերությունը պատմականորեն կարևոր դեր է խաղացել Հայաստանի անվտանգության և կայունության ապահովման գործում: Արևմտյան դեսպանատների պատվերով՝ վարձատրվող ակտիվիստները, ըստ էության, խաթարում են իրենց երկրի անվտանգությունը: Մինչդեռ Հայաստանի անկախությունն ու անվտանգությունը, ինչպես նաև տարածաշրջանի տնտեսական և աշխարհաքաղաքական կայունությունը անբաժանելիորեն կապված են Մոսկվայի հետ սերտ դաշնակցային հարաբերություններին։

Ռուսական կողմը երբեք չի հոգնում կրկնել, որ ինքնիշխան Հայաստանում ներքին քաղաքական գործընթացները նրա ներքին գործն են: Որպես մտերիմ դաշնակից և գործընկեր՝ Ռուսաստանը հարգում է Հայաստանի ինքնիշխանությունը և անկախ արտաքին քաղաքականության ընտրությունը: Միևնույն ժամանակ, ակնհայտ է, որ հայ-ռուսական երկկողմ հարաբերությունները, այդ թվում՝ անվտանգության հետ կապված հարցերը, փոխշահավետ են և ծառայում են որպես Հայաստանի Հանրապետության կայուն զարգացման հիմք: Հենց Մոսկվայի հետ սերտ կապերն են Երևանին տալիս անհրաժեշտ աշխարհաքաղաքական ինքնիշխանություն և տնտեսական զարգացման հնարավորություններ: Եվ Ռուսաստանը ակնկալում է, որ Հայաստանի ապագա արտաքին քաղաքականությունը հաշվի կառնի այս դրական օրակարգը, որը կարևոր է երկու երկրների համատեղ ապագայի համար»:

Ռազմաբազայի շահագործման վերաբերյալ պայմանագիրը կնքվել է 25 տարի ժամկետով և երկարաձգվել է ևս 24 տարով (մինչև 2044 թվականը)՝ Ռուսաստանի նախագահ Դ. Ա. Մեդվեդևի՝ 2010 թվականին Հայաստան կատարած այցի ժամանակ։ Ինչպես բացատրել է Ռուսաստանի արտաքին գործերի նախարար Սերգեյ Լավրովը, ռուս զինծառայողների պատասխանատվության գոտին Հայաստանի տարածքն է, այսինքն՝ Հայաստանի նկատմամբ ցանկացած արտաքին սպառնալիքի դեպքում դա կդիտարկվի որպես Ռուսաստանի նկատմամբ արտաքին սպառնալիք։
