Հայաստանի Անկախության հռչակագրի օրը նախկին պաշտպանության նախարար, գեներալ Արշակ Կարապետյանը հանդես եկավ ծավալուն ուղերձով՝ անդրադառնալով մեր պետության անցած ճանապարհին և վերջին յոթ տարիների կորստաբեր ընթացքին։ Նրա խոսքով՝ Հայաստանը կանգնած է լրջագույն վտանգների առաջ ոչ միայն արտաքին, այլև ներքին ճակատներում։

Պարտություններն ու կորուստները 

Կարապետյանը ցավով ընդգծեց, որ վերջին տարիներին Հայաստանը կորցրել է և՛ հողային տարածքներ, և՛ անկախ պետականության հիմքերը․ «Մարդիկ, որոնք ոչինչ չեն արել երկիրը պաշտպանելու համար, այսօր մի ամբողջ երկրամաս են նվիրել Ադրբեջանին։ Մեր հակառակորդն այսօր հայտարարում է, որ խաղաղության ապագա պայմանագրի բոլոր կետերը իրենք են գրել և բոլորը իրենց համար են շահավետ։ Նրանք հասել են անհնարինին՝ մեր դավաճան ու վախկոտ ղեկավարության շնորհիվ»։

Տնտեսական ու սոցիալական ճգնաժամ 

Ըստ գեներալի՝ Հայաստանը գտնվում է ծանր տնտեսական վիճակում․ արտաքին պարտքը անընդհատ աճում է, հասարակությունը ճնշված է գնաճից, առողջապահության ու կրթության անբարեկարգությունից։ «Մարդկանց սոցիալական ապահովությունը ահավոր վիճակի մեջ է, մարդիկ շարունակում են լքել Հայաստանը։ Եվ հենց այդ պատճառով էլ իշխանությունը թաքցնում է պաշտոնական վիճակագրությունը՝ չհրապարակելով վերջին երեք տարիներին Հայաստանից արտագաղթածների իրական թիվը»,- ընդգծեց նա։

Ներքին մթնոլորտը և սոցիալական ցանցերը 

Կարապետյանը հատուկ կանգ առավ ներքին իրավիճակի վրա՝ ընդգծելով հասարակության ծայրահեղ բևեռացումը և սոցիալական ցանցերում տիրող ատելության մթնոլորտը։ «Եթե երկրի ղեկավարը սոցցանցով կարող է վիրավորել իր քաղաքացուն, ապա ինչ կարելի է ակնկալել հասարակությունից։ Այսօր վիրավորանքները դարձել են նորմ, իսկ սա հղի է նոր աղետներով։ Մեր հասարակությունը բաժանված է, միմյանց հանդեպ հարգանք չկա։ Այս պայմաններում անհնար է հաղթանակի կամ զարգացման մասին խոսել»,- նշեց գեներալը։

Արդարադատության խաթարումը 

Նրա խոսքով՝ արդարադատության համակարգը ևս քաղաքական ճնշումների տակ է․ դատավորները հաճախ գործում են իշխանությունների հրահանգով։ «Երբ երկրի ղեկավարն ասում է՝ չկա դատավոր, որը կարող է մերժել իր որոշումը, սա նշանակում է, որ իրավական պետությունից խոսք չկա։ Իսկ առանց արդարադատության պետություն գոյություն չունի»։

 Վաշինգտոնի փաստաթղթի վտանգները 

Կարապետյանը խիստ քննադատեց Վաշինգտոնում նախաստորագրված փաստաթուղթը՝ այն անվանելով ոչ պարտադիր իրավական ուժ ունեցող և Հայաստանի համար վտանգավոր։ «Եթե Ադրբեջանի նախագահն ուղիղ ասում է՝ պետք է պատրաստ լինենք պատերազմի, ուրեմն ինչ խաղաղության մասին կարող է խոսք լինել։ Պարտությունը ներկայացնել որպես հաղթանակ՝ դա մեր այսօրվա ողբերգությունն է»,- ընդգծեց նա։
