Պարզ է, որ այս ցնորամիտ միջադեպը հնարվել է մեկ նպատակով` «արևմտյան ադրբեջանցիներին» Հայաստանում բնակեցնելու դեպքում «իրենց համար ընդունելի» անվտանգության ուժերի տեղաբաշխում կորզելու համար:
