Ստրասբուրգում Նիկոլ Փաշինյանը կրկին փորձեց փակել Արցախի հարցը՝ հայտարարելով, որ վերադարձի հարցը «փակված է», «իրատեսական չէ» և որ այն բարձրացնողները խափանում են խաղաղության գործընթացը։ Սա ոչ միայն շահամոլ դիրքորոշում է, այլև վտանգավոր խեղաթյուրում իրականության։ Այս մասին ֆեյսբուքյան էջում գրել է ՀՀ նախկին ԱԳ նախարար Վարդան Օսկանյանը:

«Մեղմ ասած, մի քանի օր առաջ ԱՄՆ վարչակազմը պաշտոնապես հաստատեց, որ Արցախի հայերի վերադարձի իրավունքը առանցքային է ցանկացած արդար լուծման համար՝ միաժամանակ ընդգծելով նաև հայ քաղաքական բանտարկյալների ազատ արձակման և մշակութային ժառանգության պահպանության կարևորությունը։ Վաշինգտոնի հայտարարությունը արձանագրեց պարզ մի ճշմարտություն․ առանց վերադարձի չի կարող լինել կայուն խաղաղություն։ Այս փաստը մերժելը նշանակում է ժխտել այն իրականությունը, որը ԱՄՆ-ն արդեն գրավոր արձանագրել է։

Փաշինյանի մտահոգությունը երկակի է։ Նախ՝ այնքան խորը և լայն է գնացել զիջումների ու խոստումների մեջ Ադրբեջանի հանդեպ, որ այլևս իրեն անհնար է թվում հարցը վերկանդանացնելու։ Երկրորդ՝ նա վախենում է, որ եթե վերադարձի իրավունքը մտնի բանակցությունների օրակարգ, կարող է հետաձգել «խաղաղության պայմանագրի» ստորագրումը, որը նա հույս ունի շահարկել առաջիկա ընտրություններում։ Այլ խոսքով՝ մեկ մարդու սխալներն ու քաղաքական գոյատևումը դրվում են մի ամբողջ ժողովրդի իրավունքներից վեր։ Սակայն իրական խաղաղությունը չի կարող վերածվել նախընտրական կարգախոսի և չի կարող կառուցվել էթնիկ զտումների հիման վրա։

Միջազգային աջակցությունը վերադարձի իրավունքի նկատմամբ անկասելի է։ Արդարադատության միջազգային դատարանը արդեն պարտավորեցրել է Ադրբեջանին ապահովել տեղահանվածների անվտանգ ու անարգել վերադարձը։ Եվրոպական խորհրդարանը, Ֆրանսիան, Բելգիան և Շվեյցարիան ևս վերահաստատել են նույն սկզբունքը։ Հիմնական դերակատար երկրների օրենսդիրներն ու կառավարությունները հստակ ասում են․ խաղաղությունը չի կարող կայուն լինել, եթե այն օրինականացնում է բնիկ ժողովրդի վերացումը։

Հարցը փակված չէ։ Այն ապրում է միջազգային իրավունքով, դիվանագիտական բանաձևերով և բոլոր նրանց մոտ, ովքեր ցանկանում են իսկական խաղաղությօւն ու արդարություն։

Հետփաշինյանյան Հայաստանում ես կասկած չունեմ, որ վերադարձի իրավունքը կվերադառնա բանակցային սեղան՝ միջազգային դերակատարների լիարժեք աջակցությամբ։ Բոլորը հասկանում են․ կայուն խաղաղությունը միայն այն օրը կգա, երբ Արցախի հայերը կարողանան վերադառնալ իրենց տները՝ անվտանգության և արժանապատվության պայմաններում»:
