Հայաստանը դեռևս չի կարողացել լիարժեք բացահայտել իր տնտեսական և մարդկային ներուժը․ այս մասին հոկտեմբերի 11-ին կայացած «Մեր ձևով» շարժման առաջին հաշվետու ժողովում հայտարարել է աշխարհահռչակ տնտեսագետ, Նոբելյան մրցանակակիր Տարոն Աճեմօղլուն՝ ընդգծելով, որ երկրի տնտեսական առաջընթացի առանցքային գործոն կարող է դառնալ արհեստական բանականության և նոր տեխնոլոգիաների զարգացումը։

Նրա խոսքով՝ Հայաստանի տնտեսական զարգացման հիմնական ուղղությունը ժողովրդավարության ամրապնդումն ու ներդրումային հավասարակշռությունն է։ «Հայաստանի ժողովրդավարությունը պետք է ամրապնդվի և գտնի ճիշտ հավասարակշռություն պետության, իշխանության և տեղական ու օտարերկրյա ներդրումների խթանման միջև։ Գույքային իրավունքի պաշտպանությունը վճռորոշ նշանակություն ունի, հատկապես տեխնոլոգիական ոլորտում»,– ասել է տնտեսագետը։

Աճեմօղլուի համոզմամբ՝ առանց կանխատեսելի և վստահելի իրավական համակարգի հնարավոր չէ ոչ միայն ներգրավել ներդրումներ, այլև խթանել տեղական նորարարությունը։ «Հայաստանն իր բնական պաշարների զարգացման արդյունքներից պետք է ունենա արդար բաժին, սակայն դա հնարավոր է միայն այն դեպքում, երբ գործում է գույքային իրավունքի հստակ և հետևողական համակարգ։ Սա նուրբ, բայց կենսական հավասարակշռություն է»,– ընդգծել է նա։

Տնտեսագետը նկատել է, որ Հայաստանի աշխարհագրական սահմանափակումները կարելի է հաղթահարել թվային տեխնոլոգիաների միջոցով։ «Թվային ծառայությունների վրա հիմնված տնտեսությունը Հայաստանին տալիս է առանձնահատուկ առավելություն։ Արհեստական բանականության ոլորտում ներդրումները կարող են դառնալ տնտեսական աճի շարժիչ ուժը, եթե դրանք ճիշտ ուղղությամբ օգտագործվեն»,– նշել է նա՝ հավելելով, որ միջազգային փորձի և գիտելիքի ներգրավումը պետք է դառնա պետական ռազմավարության անբաժան մաս։

Անդրադառնալով ՀԷՑ-ի «ազգայնացմանը»՝ Աճեմօղլուն զգուշացրել է, որ նման քայլերը կարող են խաթարել ներդրումային միջավայրը։ «Յուրաքանչյուր պետության համար գույքային իրավունքի պաշտպանությունը կենսական նշանակություն ունի։ Ամենակարևորն այն է, որ ստեղծվի վստահելի և կանխատեսելի միջավայր օտարերկրյա ներդրողների համար»,– ասել է նա։

Աճեմօղլուի գնահատմամբ՝ Հայաստանը կանգնած է պատմական ընտրության առաջ՝ կամ այն կկարողանա համադրել ժողովրդավարությունը, իրավունքի գերակայությունը և տեխնոլոգիական նորարարությունը՝ դառնալով տարածաշրջանային առաջատար, կամ կմնա ցածր աճի և սոցիալական անհավասարության արանքում։ «Արհեստական բանականությունը կարող է դառնալ ոչ թե սպառնալիք, այլ Հայաստանի տնտեսական վերածննդի իրական հնարավորություն»,– ամփոփել է Նոբելյան մրցանակակիրը։
