eadaily.com–ը «Անհավասարակշռություն Ադրբեջանի հետ. Հայաստանը կրճատում է ռազմական բյուջեն» վերնագրով հոդվածում գրում է, որ Հայաստանի 2026 թվականի պետական բյուջեի նախագծով պաշտպանական ծախսերը նախատեսվում են 563,1 միլիարդ դրամի (մոտավորապես 1,4 միլիարդ դոլար) չափով, ինչը 15,3 %-ով պակաս է 2025 թվականի բյուջեի նախագծից։ Ներքին գործերի նախարարության ծախսերը նույնպես կրճատվում են մոտ 2,2 %-ով՝ հասնելով 102,6 միլիարդ դրամի (մոտավորապես 267 միլիոն դոլարի)։

Նիկոլ Փաշինյանը պաշտպանական ծախսերի կրճատումը բացատրել է 2025 թվականին ռազմական ծախսերի կտրուկ աճով, որը մասամբ պայմանավորված էր պաշտպանական պարտավորությունների վաղաժամկետ մարմամբ։ Նա նշել է, որ 2026 թվականին նման ծավալները կրկնելու անհրաժեշտություն չկա։ Միևնույն ժամանակ, իշխանությունները հույս ունեն արտաքին քաղաքականության ճնշման նվազման՝ դիվանագիտական ջանքերի առաջխաղացման և Ադրբեջանի հետ հնարավոր կարգավորման շուրջ քննարկումների շնորհիվ։

Ռուսաստանի գիտությունների ակադեմիայի Սոցիալ-տնտեսական վերլուծության ինստիտուտի կովկասյան ուսումնասիրությունների սեկտորի ղեկավար Եվգենիա Գորյուշինայի խոսքով, ֆինանսական և տնտեսական տեսանկյունից այդ որոշումը համապատասխանում է հարկաբյուջետային կայունացման քաղաքականությանը։ Կառավարությունը ձգտում է սահմանափակել բյուջեի դեֆիցիտը, որը 2026 թվականին նախատեսված է ՀՆԱ-ի մոտավորապես 4,5 %-ի չափով։ Միևնույն ժամանակ, ըստ Հայաստանի չափանիշների, պաշտպանության ծախսերը մնում են բարձր, ինչը վկայում է ոչ թե առաջնահերթությունների փոփոխության, այլ ռազմական ֆինանսավորման տեմպի ճշգրտման մասին։ Սակայն, նշել է Գորյուշինան, փորձագետների շրջանակներում նաև նախանշվում են հնարավոր ռիսկերը։ «Նախ՝ ռազմական բարեփոխումների և սարքավորումների արդիականացման ֆոնին բյուջետային կրճատումները կարող են դանդաղեցնել դրանց իրականացումը։ Երկրորդ՝ այն դեպքում, երբ Ադրբեջանը, ըստ լրատվամիջոցների հաղորդագրությունների, պլանավորում է պահպանել բարձր պաշտպանական ծախսերը, Հայաստանի կողմից ծախսերի համեմատական կրճատումը մեծացնում է կողմերի ռազմական ներուժի անհավասարակշռությունը։ Հաշվի առնելով չլուծված անվտանգության հարցերը՝ այդ ասիմետրիան կարող է երկարաժամկետ հետևանքներ ունենալ», - նշել է Գորյուշինան։ Պաշտպանության և ոստիկանության ծախսերի կրճատումը 2026 թվականին արտացոլում է Երևանի ֆինանսական կայունության հասնելու ցանկությունը և անվտանգության հարցերում դիվանագիտական նկատառումներից կախվածությունը։ Այդ որոշումը, ըստ փորձագետի, առաջին հայացքից բացատրելի և տրամաբանական է թվում տնտեսապես, բայց ռազմավարական առումով խոցելի է։ «Եթե արտաքին իրավիճակը վատթարանա կամ բանակցությունները կանգ առնեն, Հայաստանը, հավանաբար, ստիպված կլինի ճշգրտել իր բյուջետային առաջնահերթությունները և վերադառնալ ռազմական ծախսերի ավելացմանը», - կանխատեսել է Գորյուշինան։
