Էլեկտրամոբիլների ներմուծման համար ԱԱՀ-ից ազատման արտոնությունը կերկարաձգվի ևս մեկ տարով

Էլեկտրական ավտոմեքենաների ներմուծման համար ավելացված արժեքի հարկից ազատման արտոնության ժամկետը կերկարաձգվի ևս մեկ տարով՝ մինչև 2026թ դեկտեմբերի 31-ը, սակայն արտոնությունը կտարածվի միայն 2024 թվականի և ավելի բարձր տարեթվերի արտադրության ավտոմեքենաների վրա: 

«Արմենպրես»-ի փոխանցմամբ՝ Հայաստանի Հանրապետության հարկային օրենսգրքում լրացում կատարելու մասին օրենքի նախագիծն ԱԺ տնտեսական հարցերի մշտական հանձնաժողովում ներկայացրեց ՀՀ էկոնոմիկայի նախարար Գևորգ Պապոյանը: 

«Առաջարկվում է ավելացված արժեքի հարկից ազատման գործող արտոնությունը երկարաձգել ևս մեկ տարով՝ էլեկտրական շարժիչով մեծ, փոքր, միջին ավտոբուսների, մարդատար մեքենաների, մոտոցիկլետների, մոպեդների ներմուծման համար»,-ասաց Պապոյանը:

Ներկայումս նշված էլեկտրական շարժիչով մեքենաները ազատված են ԱԱՀ-ից մինչև 2026թ հունվարի 1-ը: Այս արտոնությունը գործել է 2019 թվականից:

Էլեկտրական տրանսպորտային միջոցների՝ երրորդ երկրներից ներմուծման համար ներկայումս գործում է նաև մաքսատուրքից ազատման արտոնություն: Մաքսային միության հանձնաժողովի որոշման համաձայն՝ Հայաստանը 2022 թվականին ունեցել է 7000, 2023-ին, 2024-ին և 2025-ին՝ 8000-ական միավոր էլեկտրական շարժիչով ավտոմեքենաների սակագնային քվոտա, որոնց ներմուծման դեպքում մաքսատուրք չի գանձվում:

Նախարարի խոսքով՝ ԱԱՀ-ի և մաքսատուրքերի վճարման ազատման արդյունքում աճել է էլեկտրական շարժիչով տրանսպորտային միջոցների Հայաստան ներմուծման ծավալները: Մասնավորապես՝ 2023-ին ներմուծման ծավալը կազմել է 9635, ինչը 2022-ի համեմատ աճել է 75 տոկոսով, 2024-ին ներմուծման ծավալը կազմել է 11 հազար 793, ինչը 2023-ի համեմատ աճել է 22 տոկոսով: Իսկ 2019թ համեմատ ներմուծման աճը 2024-ին եղել է շուրջ 17.6 անգամ:

Այս տարեսկզբից մինչև նոյեմբերի 19-ը ՊԵԿ-ի կողմից ներկայացված տեղեկատվության համաձայն՝ ՀՀ արդեն իսկ ներմուծվել է էլեկտրական շարժիչով 7 ավտոբուս, 16 հազար 381 ավտոմեքենա և 2479 մոպեդ: Կանխատեսվում է նախորդ տարվա համեմատ 2 անգամ ավելի շատ էլեկտրական մեքենա կներմուծվի:

Առաջարկվում է արտոնության ժամկետը երկարաձգել ևս մեկ տարով՝ մինչև 2026թ դեկտեմբերի 31-ը: Առաջարկվում է արտոնությունը տարածել միայն այն էլեկտրական շարժիչով տրանսպորտային միջոցների վրա, որոնք թողարկվել են 2023թ դեկտեմբերի 31-ից հետո՝ այսինքն՝ 2024, 2025թ, 2026թ արտադրության ավտոմեքենաների համար:

Հանձնաժողովը հավանություն տվեց օրենքի նախագծին, այն քննարկվի ԱԺ լիագումար նիստում:
