Տավուշի նախկին մարզպետ Արմեն Ղուլարյանի կատարած գործերի մասին մինչ օրս խոսում են ինչպես բարձրաստիճան այրերը, այնպես էլ` տվյալ մարզի քաղաքաբնակներն ու գյուղաբնակները: Սակայն, ի տարբերություն չինովնիկների, հասարակ ժողովուրդը նրա մասին խոսելիս նախ խաչակնքվում է եւ հետո նոր սկսում կարծիք արտահայտել, քանզի մեծ է նախկին մարզպետի վաստակն «ավերիչ գործողություններում»: Չնայած նրան, որ Ղուլարյանը մեծ հույսեր էր փայփայում «ամենաերկարակյաց մարզպետի» տիտղոսը վաստակելու համար, սակայն, ցավոք, նրա մուրազը փորում մնաց:
Հիշեցնենք, որ նախկին մարզպետի պաշտոնավարման ժամանակ Վերահսկիչ պալատն արձանագրել էր մի շարք բացահայտումներ եւ խախտումներ, որոնց տված վնասի զրոները կարծես թե հնարավոր էլ չէր հաշվել:
Ի դեպ, հարկ ենք գտնում նկատել, որ նախկին մարզպետի «չափից դուրս լավ աշխատանքի» շնորհիվ ոչ թե գյուղերի տղամարդիկ էին գնում «խոպան», այլ ընտանիքներն իրենց ողջ կազմով էին արտագաղթում: Վառ օրինակ են Բարեկամավան գյուղի դեպքերը: «Ղուլարյանական հերոսությունների» մասին իհարկե, կարելի է երկար խոսել, բայց առավել արդիական է հասկանալ, թե ինչո՞ւ է նախկին մարզպետի ախորժակը կրկին բացվել:
Ըստ շրջանառվող լուրերի` Տավուշի նախկին մարզպետ, քաղաքաշինության փոխնախարար Արմեն Ղուլարյանը չի համակերպվում նոր աշխատանքին և մարզպետի աթոռին վերադառնալու խուճուճ-մուճուճ ճանապարհներ է փնտրում: Սակայն, վերջերս պարզվեց, որ առյուծասիրտ Ղուլարյանը` հավաքելով իր ողջ տղամարդկությունը, անգամ դիմել է վարչապետ Հովիկ Աբրահամյանին, ով նախկին մարզպետին հանգստացրել ու իր տեղն է ցույց տվել:
Հասկանալու համար, թե արդյո՞ք մարզպետի աթոռին վերադառնալու անհագ ցանկության մասին լուրերը համապատասխանում են իրականությանը,Orer.am-ը զրուցեց հենց Ղուլարյանի հետ. «Ով որ տարածում ա էդ կեղծ լուրերը նրանց էլ հարցրեք, մարզպետ դառնալու մտադրություն ես չունեմ, ես ոչ ռեալ գործերով չեմ զբաղվում: Ես աշխատում եմ ու իմ աշխատանքն ինձ լիովին բավարարում է»:
Մեր այն հարցադրմանը, թե արդյո՞ք Ղուլարյանը չի ցանկանում հետեւել իր մտերիմ ընկերոջ` Սուրեն Խաչատրյանի գործելաոճին, պարոն նախկին մարզպետը պարզապես չպատասխանեց, ավելին` լսելով Սուրեն Խաչատրյանի անունը, «կատաղեց» ու հեռախոսն անջատեց:
Այսքանից հետո մնում է ժպտալ եւ նախկին մարզպետին հիշեցնել հայտնի «Չիպոլինո» մուլտֆիլմից մի երկու տող, որն, ի դեպ, Ղուլարյանի հետագա աշխատանքներում եւ հատկապես լրագրողների հետ շփման ժամանակ դեռ շատ պետք կգա. «Не злитесь, не злитесь, сеньор Помидор. От злости, говорят, витамины пропадают»...
