«Նոր պրոյեկտ․ Տնտեսական ալիք» նախաձեռնությունը միանում է Գագիկ Ծառուկյանի նախաձեռնությամբ ձևավորված «Առաջարկ Հայաստանին» ծրագրին՝ այն գնահատելով որպես Հայաստանի տնտեսական վերածննդի և ազգային համախմբման գործնական ճանապարհային քարտեզ։

Մենք արձանագրում ենք, որ Հայաստանի սոցիալ-տնտեսական և բարոյահոգեբանական իրավիճակը պահանջում է համակարգային, խորքային և վճռական փոփոխություններ։ Հասարակության մեջ առկա լարվածությունը, անվտանգության շուրջ շարունակվող մտահոգությունները, աղքատության կայուն բարձր մակարդակը, փոքր և միջին ձեռնարկությունների ծանր վիճակը, ինչպես նաև ներդրումային միջավայրի սահմանափակ հնարավորությունները վկայում են, որ գործող տնտեսական մոտեցումները սպառել են իրենց հնարավորությունները և չեն ապահովում երկրի ներդրումային և արդյունաբերական առաջընթացը։

Այս պայմաններում անհրաժեշտ է արմատական փոփոխություն տնտեսական քաղաքականության մեջ՝ անցում սպառողական տնտեսությունից դեպի ներդրումային և արդյունաբերական զարգացման մոդել։ Սա հնարավոր է միայն համապարփակ տնտեսական և սոցիալական բարեփոխումների միջոցով, երբ մարդկանց կտրամադրվեն իրական տնտեսական ազատություններ, իսկ քաղաքացիների գույքի և բիզնեսի անձեռնամխելիությունը կդառնա անվերապահորեն պաշտպանված արժեք։

Մենք համոզված ենք, որ պետական քաղաքականության առանցքում պետք է լինի երաշխավորված խաղաղությունը, որպես տնտեսական զարգացման և ներդրումային վստահության հիմնարար պայման։ Առանց կայուն և կանխատեսելի խաղաղության հնարավոր չէ ապահովել երկարաժամկետ տնտեսական աճ, ներդրումային ակտիվություն և հասարակական վստահություն։
Միևնույն ժամանակ, այսօր առավել քան երբևէ Հայաստանի համար կենսական նշանակություն ունի ազգային համախմբման և ներքին համերաշխության վերականգնումը։ Հասարակության լայն շերտերի կոնսոլիդացումը, փոխադարձ հարգանքը և միասնական նպատակների շուրջ համախմբումը այն կարևորագույն նախապայմաններն են, որոնք հնարավորություն կտան իրականացնել անհրաժեշտ համակարգային փոփոխությունները և ձևավորել երկրի զարգացման նոր օրակարգ։

Այս համատեքստում մենք կարևորում ենք, որ «Առաջարկ Հայաստանին» նախաձեռնությունը ձևավորվում է որպես համախմբող և կոնսոլիդացնող հարթակ, որը միավորում է տարբեր մասնագիտական, հասարակական և քաղաքական շրջանակների՝ հանուն Հայաստանի զարգացման, տնտեսական վերածննդի և կայուն ապագայի։

Մեր համոզմամբ՝ «Առաջարկ Հայաստանին» ծրագիրը ներկայացնում է իրատեսական և գործնական լուծումների ամբողջություն, որը միտված է նոր տնտեսական և արդյունաբերական քաղաքականության ձևավորմանը, մեգանախագծերի և խոշոր ներդրումային ծրագրերի իրականացմանը, ինչպես նաև սոցիալական կայունության և հասարակական վստահության ամրապնդմանը։

Մենք վստահ ենք, որ Հայաստանի առաջընթացը հնարավոր է միայն համախմբված ազգային ջանքերի և զարգացման հստակ ռազմավարության միջոցով, որը կբացի երկրի տնտեսական վերածննդի իրական հնարավորությունները։

Այս փուլում նման մոտեցումները գործնականում այլընտրանք չունեն։

«Նոր պրոյեկտ․ Տնտեսական ալիք» նախաձեռնությունը պատրաստ է իր ամբողջ մասնագիտական, վերլուծական և կազմակերպչական ներուժը նպատակաուղղել ծրագրի հիմնարար դրույթների հանրայնացմանը և դրանց իրականացմանը նպաստող մեթոդաբանական աշխատանքներին՝ ապահովելով ծրագրային մոտեցումների արդյունավետ տեղայնացումը Հայաստանի մարզերում և համայնքներում։

Մենք բաց ենք համագործակցության համար թե՛ մասնագիտական շրջանակների, թե՛ Հայաստանի յուրաքանչյուր քաղաքացու հետ, ով կիսում է երկրի զարգացման, ազգային համախմբման և պետության ամրապնդման օրակարգը։
