Հայաստանի տնտեսական խնդիրների լուծումը շարունակում է մնալ երկրի զարգացման առանցքային հարցերից մեկը։ Վերջին տարիներին ավելի հաճախ են հնչում այն գնահատականները, որ առանց հստակ տնտեսական ռազմավարության հնարավոր չէ ապահովել կայուն աճ, նվազեցնել արտագաղթը և վերականգնել մարզերի կենսունակությունը։ Այս համատեքստում քննարկումների կենտրոնում է հայտնվել գործարար և բարերար Սամվել Կարապետյանի ներկայացրած տնտեսական ծրագիրը, որը փորձ է համապարփակ կերպով անդրադառնալու հանրապետության զարգացման հիմնարար խնդիրներին։

Ծրագրի հեղինակների համոզմամբ՝ տնտեսական հարցերի լուծումը ոչ միայն բարեկեցության, այլև ազգային անվտանգության կարևոր բաղադրիչ է։ Հենց այդ պատճառով ծրագրում առանձնահատուկ ուշադրություն է դարձվում արտադրության զարգացմանը, աշխատատեղերի ստեղծմանը և մարզերի տնտեսական ակտիվացմանը։ Ըստ մասնագետների՝ ծրագրի կարևոր առանձնահատկություններից մեկը տարածաշրջանային զարգացման գաղափարն է, որի հիմքում դրված է արտադրության տեղայնացումը և ներմուծման փոխարինումը։ Սա, ըստ տնտեսագետների, կարող է նվազեցնել արտաքին կախվածությունը և խթանել տեղական արտադրողների գործունեությունը։

Առաջարկվող մոտեցումների շարքում առանձնանում են փոքր բիզնեսի համար արտոնյալ պայմանների ստեղծումը, երիտասարդ ընտանիքների համար մատչելի բնակարանների ձեռքբերման հնարավորությունը և լայնածավալ աշխատատեղերի ստեղծումը։ Ծրագրի հեղինակները խոսում են շուրջ երեք հարյուր հազար նոր աշխատատեղերի ստեղծման մասին, ինչը, ըստ նրանց, կարող է էականորեն փոխել երկրի սոցիալ տնտեսական պատկերը։ Այս նախաձեռնությունները նպատակ ունեն ոչ միայն բարձրացնել քաղաքացիների եկամուտները, այլև վերակենդանացնել մարզերի տնտեսական կյանքը։

Տնտեսագետների մի մասը նշում է, որ նման ծրագրերի արդյունավետությունը մեծապես կախված է դրանց իրականացման հետևողականությունից և պետական կառավարման համակարգի պատրաստակամությունից։ Եթե ծրագրի հիմնական դրույթները կյանքի կոչվեն, ապա հնարավոր է, որ Հայաստանի մարզերը ստանան զարգացման նոր հնարավորություն։ Արտադրության ընդլայնումը, ներդրումների խթանումը և տեղական տնտեսության ակտիվացումը կարող են վերականգնել տնտեսական շարժը այն համայնքներում, որոնք երկար տարիներ կանգնած են եղել սոցիալ տնտեսական դժվարությունների առաջ։

Մարզերի զարգացումը ծրագրի կարևոր առանցքներից մեկն է։ Տնտեսական ակտիվության կենտրոնացումը միայն մայրաքաղաքում երկար ժամանակ դիտարկվել է որպես լուրջ խնդիր, որը նպաստել է ներքին միգրացիայի աճին և մարզերի տնտեսական թուլացմանը։ Նոր մոտեցումը փորձում է ձևավորել համաչափ զարգացման տրամաբանություն, երբ տնտեսական աճը տարածվում է ամբողջ հանրապետությունում, ոչ թե սահմանափակվում մի քանի խոշոր քաղաքներով։

Այս համատեքստում Սամվել Կարապետյանի ներկայացրած տնտեսական հինգ քայլերը ներկայացվում են որպես համակարգային փոփոխությունների ճանապարհային քարտեզ։ Ծրագրի հեղինակների համոզմամբ՝ այն կարող է դառնալ այն գործիքը, որը հնարավորություն կտա հաղթահարել տնտեսական դժվարությունները և դուրս բերել երկիրը երկարատև անորոշությունից։
