«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական հարցերի նախարարությունը և Միասնական սոցիալական ծառայությունը հանրային քննարկման են ներկայացրել «Հաշմանդամություն ունեցող անձանց և 63-ից բարձր տարիք ունեցող անձանց զբաղվածության ապահովման ծրագիրը հաստատելու մասին» նախագիծը։

Նախագծով առաջարկվում է աջակցություն տրամադրել այն գործատուներին (բացառությամբ հանրային ծառայություն իրականացնող մարմինների, ինչպես նաև այն կազմակերպությունների, որոնց կանոնադրական կապիտալում պետության կամ համայնքի մասնակցությունը կազմում է 50 և ավելի տոկոս), որոնք առնվազն 3-6 ամիս ժամկետով նորմալ աշխատաժամանակի ռեժիմով (մեկ դրույքով) աշխատանքային պայմանագիր կկնքեն հաշմանդամություն ունեցող անձանց և 63-ից բարձր տարիք ունեցող անձանց հետ։ Ծրագրի շրջանակում առաջարկվում է գործատուին եռամսյակային կտրվածքով տրամադրել աշխատանքի տեղավորված անձի աշխատավարձից հաշվարկված եկամտային հարկի փոխհատուցում՝ աշխատանքային գործունեության առաջին երեք ամիսների համար 50 տոկոսի չափով, բայց ոչ ավելի, քան ամսական 25000 դրամը, և աշխատանքային գործունեության 4-6-րդ ամիսների համար 100 տոկոսի չափով, բայց ոչ ավելի, քան 50000 դրամը, միաժամանակ տրամադրելով նաև 1-3-րդ ամիսների համար շահառուի աշխատավարձից հաշվարկված եկամտային հարկի 50 տոկոսի չափով գումար, բայց ոչ ավելի, քան ամսական 25000 դրամը։

Աշխատանքի տեղավորված անձի և գործատուի միջև աշխատանքային հարաբերությունները փոխհատուցումը տրամադրելուց հետո ևս մեկ տարի շարունակվելու դեպքում՝ առաջարկվում է գործատուին տրամադրել նաև միանվագ աջակցություն՝ 100000 դրամի չափով։

Առաջարկվում է ծրագիրը 2026 թվականին իրականացնել 200 շահառուի զբաղվածության ապահովման համար։ Գործատուին տրամադրվող եկամտային հարկի փոխհատուցման չափը 1 անձի համար 6 ամսվա հաշվարկով կկազմի 300000 դրամ, իսկ 12 ամիս աշխատանքային հարաբերությունները շարունակվելու դեպքում կտրամադրվի ևս 100000 դրամ։ Տվյալ պարագայում ծրագրի միավոր ծախսը կկազմի միջինը 400000 դրամ։
