Վերջին ամիսներին ավելի ու ավելի հստակ է արձանագրվում մի տխուր իրողություն․ բնակարանային և կոմունալ ծառայությունների ոլորտը Հայաստանում հայտնվել է խորացող ճգնաժամի մեջ։ Խնդիրը վաղուց արդեն դուրս է եկել կենցաղային անհարմարությունների շրջանակից և վերածվել է պետական կառավարման որակի ցուցիչի։ Սակայն գործող իշխանությունը շարունակում է կամ անտեսել, կամ թերագնահատել այս ոլորտում կուտակված խնդիրների ծավալն ու խորությունը։

Հայաստանի ջրամատակարարման և ջրահեռացման համակարգը 2017 թվականից հանձնված է մեկ օպերատորի, որը ստանձնել էր ոլորտի արդիականացման և ծառայությունների որակի բարձրացման պարտավորություններ։ Սակայն անցած տարիները ցույց են տալիս հակառակ միտում։ Խոստացված բարեփոխումները մնացել են թղթի վրա, իսկ բնակիչների առօրյան ավելի է բարդացել։ Շատ համայնքներում ջրամատակարարումը դարձել է անկայուն, իսկ որոշ դեպքերում արդեն խոսվում է ժամային ռեժիմի անցնելու մասին, ինչը փաստացի հետընթաց է և ընդունելի չէ 21-րդ դարի պայմաններում։

Խնդիրը միայն ջրի հասանելիությամբ չի սահմանափակվում։ Մեդիայում շրջանառվող բազմաթիվ ահազանգեր վկայում են նաև շրջակա միջավայրի նկատմամբ անհանդուրժելի վերաբերմունքի մասին։ Կեղտաջրերի անպատշաճ կառավարումը, դրանց հնարավոր արտահոսքը գետային համակարգեր, մասնավորապես՝ Հրազդան գետ, ոչ միայն վտանգում է էկոհամակարգը, այլև հարվածի տակ է դնում գյուղատնտեսական նշանակության հողերը։ Սա արդեն ոչ միայն բնապահպանական, այլև սոցիալ-տնտեսական խնդիր է, որի հետևանքները կարող են լինել երկարաժամկետ և անդառնալի։

Ստեղծված իրավիճակը ցույց է տալիս վերահսկողության և պատասխանատվության լուրջ պակաս։ Պետությունը, լինելով ոլորտի քաղաքական պատասխանատուն, փաստացի չի ապահովում բավարար վերահսկողություն օպերատորի նկատմամբ և չի արձագանքում հանրային դժգոհություններին համարժեք արագությամբ ու արդյունավետությամբ։ Ավելին, տեղեկատվական դաշտում գրեթե բացակայում է հստակ հաշվետվողականությունը՝ թե ինչու չեն իրականացվել խոստացված ներդրումները և ինչու է ծառայության որակը շարունակում անկում ապրել։

Այս ֆոնին բնակիչները հայտնվում են փակուղու մեջ՝ ստիպված հարմարվելով վատացող պայմաններին, առանց վստահ լինելու, որ իրավիճակը մոտ ապագայում կբարելավվի։ Կոմունալ ծառայությունների ոլորտը, որը պետք է ապահովի նվազագույն կենսական հարմարություններ, աստիճանաբար վերածվում է մշտական անհանգստության աղբյուրի։

Ակնհայտ է, որ խնդիրը պահանջում է ոչ թե կետային լուծումներ, այլ համակարգային վերանայում։ Անհրաժեշտ է հստակ գնահատել գործող մոդելի արդյունավետությունը, վերականգնել վերահսկողական մեխանիզմները և ապահովել իրական պատասխանատվություն՝ թե՛ օպերատորի, թե՛ ոլորտը կարգավորող պետական կառույցների մակարդակով։ Հակառակ դեպքում ջրի խնդիրը կշարունակի խորանալ՝ վերածվելով ավելի լայն սոցիալական և քաղաքական ճգնաժամի, որի հետևանքները կզգան բոլոր քաղաքացիները։
