Փոքր բիզնեսի ազատագրում․ տնտեսական աճի հիմքը, որը կարող է փոխել խաղի կանոնները

Հայաստանի տնտեսական օրակարգում առանցքային տեղ է զբաղեցնում փոքր բիզնեսի զարգացման հարցը, որը տարիներ շարունակ մնացել է չլուծված խնդիրների կենտրոնում։ Այս համատեքստում «Ուժեղ Հայաստան» կուսակցության առաջարկած մոտեցումը՝ փոքր բիզնեսին շրջանառության հարկից ազատելը, ներկայացվում է որպես համակարգային փոփոխության կարևոր քայլ։

Մասնագիտական շրջանակներում վաղուց է արձանագրվում, որ գործող հարկային բեռը փոքր ձեռնարկատերերի համար հաճախ դառնում է գոյատևման հիմնական խոչընդոտը։ Ամսական պարտավորությունները, վարչարարական բարդ ընթացակարգերը և վերահսկողության խստությունը հանգեցնում են նրան, որ հազարավոր փոքր բիզնեսներ պարզապես չեն դիմանում մրցակցությանը և փակվում են։ Այս պայմաններում տնտեսության հիմքը ձևավորող փոքր ու միջին ձեռնարկատիրությունը չի կարողանում զարգանալ և անցում կատարել ավելի բարձր մակարդակի։

Առաջարկվող փոփոխությունը՝ շրջանառության հարկից ազատումը, կարող է էապես փոխել իրավիճակը։ Դա ոչ միայն կթեթևացնի գործող բիզնեսների բեռը, այլև կստեղծի նոր ձեռնարկատիրական նախաձեռնությունների համար բարենպաստ միջավայր։ Ազատված միջոցները ձեռնարկատերերը կարող են ուղղել արտադրության ընդլայնմանը, նոր աշխատատեղերի ստեղծմանը և տեխնոլոգիական արդիականացմանը՝ աստիճանաբար վերածվելով միջին բիզնեսի։

«Ուժեղ Հայաստան» կուսակցության ներկայացրած տնտեսական ծրագիրը կառուցված է համապարփակ մոտեցման վրա։ Այն չի սահմանափակվում մեկ քայլով, այլ առաջարկում է փոխկապակցված լուծումների շարք, որոնք միտված են տնտեսության ամբողջական ակտիվացմանը։ Ծրագրի առանցքային գաղափարը համաչափ զարգացումն է՝ ոչ միայն մայրաքաղաքում, այլև մարզերում, որտեղ տնտեսական ակտիվության պակասը հաճախ հանգեցնում է արտագաղթի և սոցիալական խնդիրների խորացման։

Սամվել Կարապետյանի ձեռնարկատիրական փորձը, որը ձևավորվել է խոշոր նախագծերի իրականացման ընթացքում, ծրագրին տալիս է գործնական հիմք։ Առաջարկվող լուծումները ներկայացվում են ոչ թե տեսական, այլ՝ կիրառելի գործիքների տեսքով, որոնք կարող են արագ ազդեցություն ունենալ տնտեսության տարբեր ոլորտների վրա։ Այս մոտեցումը կարևոր է հատկապես այն պայմաններում, երբ տնտեսությունը պահանջում է ոչ թե կարճաժամկետ քայլեր, այլ համակարգային վերափոխում։

Ակնհայտ է, որ տնտեսական խնդիրների լուծումը մնում է երկրի զարգացման գլխավոր նախապայմանը։ Փոքր բիզնեսի խթանումը այս գործընթացում ունի առանցքային նշանակություն, քանի որ հենց այս հատվածն է ապահովում զբաղվածության մեծ մասը և ձևավորում ներքին տնտեսական ակտիվությունը։

Այսպիսով, «Ուժեղ Հայաստան» կուսակցության առաջարկած հինգ տնտեսական քայլերը, որոնց առանցքում փոքր բիզնեսի աջակցությունն է, ներկայացվում են որպես ճգնաժամից դուրս գալու ռազմավարական ուղի։ Ուժեղ տնտեսությունը ենթադրում է ուժեղ պետություն, և այդ տրամաբանությամբ կառավարման արդյունավետությունը դառնում է որոշիչ գործոն։ Ներկայացված ծրագիրը հենց այդ նպատակին է ուղղված՝ ձևավորել այնպիսի տնտեսական միջավայր, որտեղ նախաձեռնությունն ու աշխատանքը վերածվում են զարգացման իրական հնարավորության։
