ՊԵԿ-ը բացահայտել է խոշոր չափերի` 113 մլն ՌԴ ռուբլի կանխիկ արտարժույթի ներկրման և ստվերային շրջանառության դեպքեր

ՀՀ ՊԵԿ հետաքննության և օպերատիվ հետախուզության վարչությունն, օրենքով իրեն վերապահված գործառույթների շրջանակում, ուժեղացրել է օդային և ցամաքային սահմաններով ՀՀ տեղափոխվող կանխիկ դրամական միջոցների շրջանառության վերահսկման ուղղությամբ իրականացվող աշխատանքները՝ ֆինանսական թափանցիկության ապահովման և հնարավոր իրավախախտումների կանխարգելման նպատակով։

Մասնավորապես, իրականացված օպերատիվ-հետախուզական միջոցառումների ընթացքում ՀՀ ՊԵԿ հետաքննության և օպերատիվ հետախուզության վարչություն օպերատիվ տեղեկություններ էին ստացվել, թե որոշ քաղաքացիներ օդային ճանապարհով ժամանել են Հայաստանի Հանրապետություն և իրենց հետ բերել են ընդհանուր 113 մլն կանխիկ ՌԴ ռուբլի։

ՀՀ ժամանելուց հետո՝ «Զվարթնոց» օդանավակայանից, ՀՀ քրեական օրենսգրքի համապատասխան հոդվածով հանցանք կատարելու անմիջականորեն ծագած հիմնավոր կասկածի առկայության հիմքով Հետաքննության և օպերատիվ հետախուզության վարչության աշխատակիցներն այդ  անձանց  արգելանքի են վերցրել: Նրանք բերվել են ՊԵԿ հետաքննության և օպերատիվ հետախուզության վարչություն, որտեղ և ձերբակալվել են։ Բացի այդ, ՀՀ ՊԵԿ հետաքննության և օպերատիվ-հետախուզության վարչության աշխատակիցների ձեռնարկած օպերատիվ-հետախուզական միջոցառումների արդյունքում ձեռք են բերվել նաև տեղեկություններ այն մասին, որ մի շարք քաղաքացիներ, ժամանելով Հայաստանի Հանրապետություն, իրենց հետ պարբերաբար ներմուծել են 18-ից մինչև 100 մլն գումարի չափով կանխիկ ՌԴ ռուբլի։ Պարզվել է, որ ներմուծված կանխիկ գումարներն առձեռն տրամադրվել են Երևան քաղաքում գործող արտարժույթի որոշ փոխանակման կետեր:

Կանխիկ գումարներ տեղափոխած անձինք, խախտելով «Արժութային կարգավորման և արժութային վերահսկողության մասին» ՀՀ օրենքի պահանջները, դրանք փոխանցել են  որոշ փոխանակման կետերի աշխատակիցների: Առանց համապատասխան ձևակերպումների ու փաստաթղթավորման կանխիկ ՌԴ ռուբլիները փոխանակել են ԱՄՆ դոլարի, որոնք էլ  հետագայում արտահանվել են։ Տեղեկությունները փոխանցվել են ՀՀ կենտրոնական բանկ՝ վարչական պատասխանատվության հարցը քննարկելու և հետագա ընթացքը լուծելու նպատակով: Կատարված վերլուծությունները հիմք են տալիս ենթադրելու, որ կանխիկ եղանակով ներմուծված արտարժույթը ոչ միայն առանց համապատասխան ձևակերպումների փոխանակվում է փոխանակման կետերում, որը հետագայում արտահանվում է, այլ նաև առկա են ռիսկեր, որ նշված կանխիկ գումարները ստվերային եղանակով ներդրվում են տնտեսության տարբեր ճյուղերում՝ նպատակ հետապնդելով թաքցնելու հարկվող իրական օբյեկտները։

ՊԵԿ-ը արտարժույթի առուվաճառքով զբաղվող տնտեսվարող սուբյեկտներին հորդորում է պահպանել արժութային հարաբերությունները կարգավորող օրենքների և դրանց հիման վրա ընդունված իրավական այլ ակտերի պահանջները, իսկ քաղաքացիներին՝ հնարավոր ռիսկերից խուսափելու նպատակով զերծ մնալ խոշոր չափերի կանխիկ դրամական միջոցներ տեղափոխելուց և ֆինանսական գործարքներն իրականացնեն բանկային փոխանցումների միջոցով, որոնք առավել անվտանգ և թափանցիկ են։

Ծանուցում. հանցագործության համար մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով։
