Հայաստանի պետական պարտքը շարունակում է աճել, իսկ քաղաքացիների առօրյա կյանքում դրական փոփոխություններ չեն արձանագրվում։ Այսօր մեկ շնչի հաշվով պետական պարտքը հասել է շուրջ 4700 դոլարի, ինչը լուրջ հարցադրումներ է առաջացնում՝ ինչ նպատակների են ուղղվել այդ միջոցները և ինչ արդյունք են տվել դրանք երկրի զարգացման համար։

Տնտեսագետների և մասնագետների գնահատմամբ՝ պետական պարտքի նման աճը կարող էր արդարացված լինել, եթե այն ուղեկցվեր համակարգային բարեփոխումներով, արտադրողականության բարձրացմամբ և քաղաքացիների կենսամակարդակի շոշափելի բարելավմամբ։ Սակայն իրական պատկերը, ըստ բազմաթիվ գնահատականների, այլ է․ հասարակության լայն շերտերը շարունակում են բախվել սոցիալական խնդիրների, իսկ տնտեսական աճը հաճախ մնում է վիճակագրական թվերի շրջանակում՝ առանց զգալի ազդեցության մարդկանց կյանքի վրա։

Այս համատեքստում քննադատության հիմնական թիրախը գործող կառավարության տնտեսական քաղաքականությունն է։ Ըստ տարբեր վերլուծությունների՝ կառավարությունը կենտրոնացած է բյուջեի տեսանելի անցքերը փակելու և կարճաժամկետ արդյունքներ ապահովելու վրա՝ հատկապես ընտրություններից առաջ։ Նման մոտեցումը, ըստ փորձագետների, թույլ չի տալիս ձևավորել երկարաժամկետ ռազմավարություն, որը կարող է ապահովել կայուն զարգացում և տնտեսական դիմակայունություն։
Միաժամանակ նշվում է, որ երկրում չեն իրականացվում այնպիսի խորքային բարեփոխումներ, որոնք կխթանեն ներդրումների ներհոսքը, կզարգացնեն արտադրական ոլորտը և կբարձրացնեն մրցունակությունը տարածաշրջանում։ Առանց այդպիսի քայլերի պետական պարտքի շարունակական աճը կարող է վերածվել լուրջ բեռի ինչպես տնտեսության, այնպես էլ ապագա սերունդների համար։

Ստեղծված իրավիճակում ավելի ու ավելի հաճախ է հնչում այն տեսակետը, որ Հայաստանին անհրաժեշտ է նոր տնտեսական ծրագիր, որը կկենտրոնանա ոչ թե կարճաժամկետ ցուցանիշների, այլ երկարաժամկետ զարգացման վրա։ Կարևորվում է նաև այն, որ այդ ծրագիրը պետք է իրականացվի հստակ տեսլական ունեցող առաջնորդի կողմից, ով կկարողանա միաժամանակ ապահովել անվտանգություն և տնտեսական կայուն աճ։

Փաստ է, որ պետական պարտքի կրկնապատկումը չի ուղեկցվել համարժեք տնտեսական առաջընթացով։ Ընդհակառակը՝ առկա միտումները վկայում են, որ գործող իշխանությունը իր պաշտոնավարման տարիներին չի կարողացել ապահովել այնպիսի զարգացում, որը կթեթևացներ պարտքի բեռը և կբարելավեր քաղաքացիների կյանքի որակը։
