Էկոնոմիկայի նախարարությունն առաջարկում է փոփոխություններ կատարել կառավարության 2023 թվականի հուլիսի 27-ի N 1284-Լ որոշման մեջ: Նախագծի մշակումն ու ընդունումը պայմանավորված է Հայաստանում ջերմատնային տնտեսությունների զարգացման աջակցության ծրագրի շրջանակում ջերմատնային արտադրանք արտահանող տնտեսվարողների համար «Ռոսսելխոզնադզոր» ընկերության կիրառած սահմանափակումների հետևանքները մեղմելու նպատակով լրացուցիչ արտոնությունների տրամադրման անհրաժեշտությամբ։

Հայաստանում ջերմատնային տնտեսությունների զարգացման աջակցության ծրագրի շրջանակում 2026 թվականի մայիսի մեկի դրությամբ կնքվել է 20 պայմանագիր՝ 91,45 հա տարածքով ջերմատնային տնտեսություններ հիմնելու նպատակով։ 2026 թվականին կնքվել է մեկ պայմանագիր՝ 5,116 հա տարածքով ջերմատնային տնտեսություն հիմնելու նպատակով։ Ջերմատնային տնտեսությունների արտադրանքը հիմնականում արտահանվում է Ռուսաստանի Դաշնություն, և վերջին ժամանակաշրջանում «Ռոսսելխոզնադզոր» ընկերությունը կիրառում է սահմանափակումներ, բուսաբուծական որոշ արտադրանքներ Հայաստանի Հանրապետությունից Ռուսաստանի Դաշնություն արտահանման հարցում։ Դրա հետևանքով ջերմատնային տնտեսությունները կրում են մեծ ֆինանսական վնասներ և կարիք ունեն լրացուցիչ պետական աջակցության։

Նախագծով առաջարկվում է Հայաստանի Հանրապետությունում ջերմատնային տնտեսությունների զարգացման աջակցության ծրագրի շրջանակում վարկի մարման առավելագույն ժամկետն ութ տարվա փոխարեն սահմանել ինը տարի, իսկ վարկի մայր գումարի և տոկոսադրույքի համար սահմանված առավելագույն 12 ամիս արտոնյալ ժամկետը ավելացնել և վարկի մայր գումարի և տոկոսադրույքի համար սահմանել 18 ամիս առավելագույն արտոնյալ ժամկետ։ Ծրագրի շրջանակում վարկային պարտավորություններ ունեցող և այս նախագծի ընդունումից հետո ծրագրին դիմող տնտեսվարողների համար հավասար պայմաններ ապահովելու, ինչպես նաև ծրագրի շրջանակում ջերմատնային արտադրանք արտահանող տնտեսվարողների համար «Ռոսսելխոզնադզոր» ընկերության կիրառած սահմանափակումների հետևանքները մեղմելու նպատակով նշված դրույթներին տրվում է հետադարձ ուժ։

Նախագծով առաջարկվող փոփոխությունների ընդունումը 2026 թվականի պետական բյուջեում եկամուտների կամ ծախսերի ավելացում չի նախատեսում, և այս նախագծի ընդունման կապակցությամբ ֆինանսավորումը կիրականացվի պետական բյուջեից էկոնոմիկայի նախարարությանը ծրագրի իրականացման համար տրամադրված միջոցների հաշվին։

Նախագծի ընդունմամբ ակնկալվում է ծրագրի շրջանակում ջերմատնային արտադրանք արտահանող տնտեսվարողների համար մեղմել «Ռոսսելխոզնադզոր» ընկերության կիրառած սահմանափակումների հետևանքները։
