«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունն առաջարկում է լրացումներ կատարել կառավարության 2025 թվականի հունվարի 23-ի թիվ 98-Ն որոշման մեջ։ Նախագծի ընդունումը պայմանավորված է «Արտահանման խթանման նպատակով օժանդակության տրամադրման ծրագիրը հաստատելու մասին» թիվ 98-Ն որոշման միջոցով ֆեռոմոլիբդենի արտադրության զարգացումը և արտահանումը խթանելու, արտահանման խնդիրների լուծմանը նպաստելու անհրաժեշտությամբ։

Կառավարության 2025 թվականի հունվարի 23-ի թիվ 98-Ն որոշման նպատակն է խթանել Հայաստանի արտադրողների կողմից Հայաստանի Հանրապետության ծագում ունեցող ապրանքների արտահանումը դեպի Եվրոպական միության, Միացյալ Թագավորության և Կանադայի շուկաներ՝ ներմուծող երկրում վճարվող մաքսատուրքերի փոխհատուցման միջոցով։

Որոշման իրագործման ընթացքում պարզ է դարձել ծրագրի շրջանակներում ներկայացվող հայտին կից ներմուծող և արտահանող կողմերի միջև կնքված արտահանման մասին պայմանագրի ներկայացման պարտադիր պահանջի ոչ նպատակահարմարությունը։ Ուստի նախագծով նախատեսվում է հանել տվյալ փաստաթղթի պարտադիր ներկայացման պահանջը, և փաստաթղթի ներկայացումը թողնել այն դեպքերի համար, երբ ներմուծող և արտահանող կողմերի միջև կատարված գործարքի նույնականացումն անհնար է առանց պայմանագրի։

Որոշմամբ, որպես փոխհատուցման ենթակա ապրանքներ, դիտարկվում են մշակող արդյունաբերության հիմնական արտադրանքները՝ բացառությամբ հիմնականում մետաղների արտադրության ոլորտի արտադրանքի (որոշ բացառություններով)։ Միաժամանակ, ըստ նախարարության, անհրաժեշտ է հաշվի առնել, որ Հայաստանի Հանրապետության տնտեսության մեջ կարևոր դեր ունի ֆեռոմոլիբդենի արտադրությունը և արտահանումը։ Ֆեռոմոլիբդենի արտահանումը դեպի Եվրոպական միության շուկա ենթակա է ներմուծման մաքսատուրքերի վճարման, ինչը նվազեցնում է հայկական արտադրանքի մրցունակությունը և բացասաբար է անդրադառնում արտադրության ու արտահանման ծավալների վրա։

Ֆեռոմոլիբդենի դեպքում, որը հանդիսանում է ոչ թե վերջնական արտադրանք, այլ կիսապատրաստուկ, օժանդակության գումարը նախատեսվում է տրամադրել ոչ թե վճարված ամբողջ մաքսատուրքի գումարի չափով, այլ ապրանքի համար սահմանված մաքսատուրքի դրույքաչափին համապատասխան հաշվարկված գումարի 50 տոկոսի չափով։ Վերջինս կխթանի ֆեռոմոլիբդենի արտադրությունը և արտահանումը՝ լրացուցիչ խթան ստեղծելով վերջնական վերամշակված, ավելի բարձր արժեք ունեցող ապրանքի արտադրության և արտահանման համար։
