«Փաստ» օրաթերթը գրում է.

Ազգային անվտանգության ծառայությունը հանրային քննարկման է ներկայացրել «Ռազմական գործողությունների հետևանքով ստեղծված պայմաններում և հանգամանքներում անհայտ կորած անձանց միասնական ռեեստր ստեղծելու, ռեեստրի կառուցվածքը, այն վարելու կարգը, ռեեստրում առկա՝ հրապարակման ենթակա տվյալների շրջանակը, այդ տվյալների հրապարակման և տրամադրման կարգը սահմանելու մասին» նախագիծը։

Նշվում է, որ ներկայում ներդրված չէ ռազմական գործողությունների հետևանքով ստեղծված պայմաններում և հանգամանքներում անհայտ կորած անձանց վերաբերյալ տվյալների միասնական բազա, սահմանված չեն նաև պետական մարմինների և մասնավոր անձանց միջև անհայտ կորածների վերաբերյալ տեղեկատվության փոխանակման համապատասխան մեխանիզմներ։ Ռազմական գործողությունների հետևանքով ստեղծված պայմաններում և հանգամանքներում անհայտ կորած անձանց վերաբերյալ տեղեկատվության միասնական և համակարգված վարման, ինչպես նաև այդ տեղեկատվության արդյունավետ փոխանակման նպատակով անհրաժեշտություն է առաջացել ստեղծել և վարել Ռազմական գործողությունների հետևանքով ստեղծված պայմաններում և հանգամանքներում անհայտ կորած անձանց միասնական ռեեստր:

Նախագծով առաջարկվում է սահմանել ռեեստրի կառուցվածքը, դրանում հաշվառման ենթակա տվյալների շրջանակը, ռեստրի վարման կարգը, դրանում առկա հրապարակման ենթակա տվյալների շրջանակը, այդ տվյալների հրապարակման և տրամադրման կարգը, ռեեստրում առկա տվյալներին հասանելիություն ունեցող պետական մարմինները։ Ռեեստրը վարելու է Հայաստանի Հանրապետության ազգային անվտանգության ծառայությունը, որը պատասխանատու է դրա շահագործման, տվյալների հավաքագրման, վարման, մշակման, պաշտպանության, օգտագործման և տարածման համար։ Ռեեստրում տվյալները ձևավորվելու են Հայաստանի պետական և տեղական ինքնակառավարման մարմիններից, այդ թվում՝ համապատասխան տեղեկատվական համակարգերից ստացված տեղեկությունների հիման վրա։ Միաժամանակ, յուրաքանչյուր անձ, որը տիրապետում է անհայտ կորած անձանց վերաբերյալ տեղեկությունների, հնարավորություն է ունենալու տեղեկատվության փոխանցման իրեն հասանելի ցանկացած միջոցներով (թեժ գիծ, էլեկտրոնային հարցումների միասնական հարթակ, պաշտոնական էլեկտրոնային փոստ, գրավոր դիմում, պաշտոնական գրություն և այլն) այդ տեղեկությունը փոխանցել ազգային անվտանգության ծառայությանը՝ ռեեստր մուտքագրելու նպատակով։

Նախագծի ընդունումը կարող է հանգեցնել պետական բյուջեում ծախսերի ավելացման՝ պայմանավորված ռեեստրի ձևավորման և ներդրման աշխատանքների իրականացմամբ, որոնք ենթակա են հետագա գնահատման և հաշվարկման:

Նախագծի ընդունման արդյունքում կձևավորվի ռազմական գործողությունների հետևանքով ստեղծված պայմաններում և հանգամանքներում անհայտ կորած անձանց էլեկտրոնային տվյալների միասնական բազա, ինչը կնպաստի անհայտ կորած անձանց հետախուզմանը, նրանց, ինչպես նաև նրանց ընտանիքների անդամների իրավունքների պաշտպանությանը։
