Պետության գլխավոր խնդիրը՝ կոռուպցիան, այս տարի նույնպես մնաց չլուծված, որովհետև...
...որովհետև, որքան էլ զարմանալի է, չունենք կայացած քաղաքական համակարգ: Այո, կոռուպցիայի պատճառներից մեկը, եթե ոչ ամենահիմնական պատճառը, քաղաքական կայացած համակարգի բացակայությունն է: Հիմա բացատրեմ:
Քաղաքական յուրաքանչյուր գործիչ, լինի միայն կուսակցության ղեկավար, թե՝ երկրի ղեկավար, ունի հավատարի մարդկանցով շրջապատված լինելու խնդիր: Եվ այդ մարդիկ պետք է լինեն շատ: Հավատարիմ շատ մարդ համախմբելու համար պետք է գաղափարական կամ նյութական հիմք և շահագրգռվածություն: Այո, գաղափարն էլ ունի համախմբելու հսկայակա ուժ, ապացույցը՝ քրիստոնեությունը կամ ազգային գաղափարախոսությունը: Բայց քաղաքականության մեջ միայն զուտ գաղափարով մարդկանց կարելի է համախմբել միայն կարճաժամկետ հատվածի համար, որովհետև երկարաժամկետ ազդեցություն ունենալու համար քաղաքական գաղափարախոսությունը կվերածվի կրոնի կամ ազգայնականության, որպեսզի տասնամյակներ կամ հարյուրամյակներ ապրի: Ուրեմն, ունենք իրավիճակ, երբ իշխանության ձգտող քաղաքական գործչին պետք է հավատարիմ մարդկանց թիմ, իսկ այդ մարդկանց հավատարմությունը ստանալու համար նա երկու քանի լծակ ունի՝ գաղափարական և նյութական: Առաջինը դժվար է և ոչ հուսալի, երկրորդը՝ հեշտ և էժան, քանի որ քաղաքական գործիչը չի վճարելու այդ մարդկանց, այլ, պաշտոն ստանալուց հետո, տալու է իրեն հավատարիմ մարդկանց հնարավորություն գումար աշխատելու ուրիշների, այդ թվում՝ պետության հաշվին:
Եթե մարդ գալիս է իշխանության ոչ թե կուսակցական գաղափարախոսությանը հավատարիմ մարդկանց միջոցով, այլ անձամբ նրան հավատարիմ մարդկանց միջոցով, ապա կոռուպցիան այլ գինն է, որը մենք բոլորս ենք վճարում որպես նրա փոխ(ղ)հատուցում անձամբ իրեն հավատարիմ մարդկանց: Իսկ վերացնելով կոռուպցիան՝ նա կկորցնի այդ հավատարիմ մարդկանց:Կոռուպցիան մեր քաղաքական և պետական համակարգում համախոհների և հավատարիմ մարդկանց ձևավորման աշխատող մեխանիզմ է: Հետևաբար, կոռուպցիան վերացնելուց առաջ պետք է ունենաս իշխանության ձևավորման և պահպանման այլ մեխանիզմներ:
Երբ ունենանք այնպիսի իրավիճակ, երբ մարդիկ գան իշխանության զուտ գաղափարական-կուսակցական, այլ ոչ թե՝ անձնավորված-կուսակցական պատկանելիության սկզբունքով, այդ ժամանակ ընտրվողը չի ունենա խնդիր վճարելու այդ մարդկանց հավատարմության համար, քանի որ կիրացվի բոլորի գերագույն շահը՝ կկիրառվի ընդհանուր գաղափարը: Եվ չի լինի կոռուպցիա, կամ շատ քիչ կլինի, ինչն էլի հսկայական ձեռքբերում կլիներ պետության համար:
