Դեկտեմբերի 31-ն է։ Կարծես թե պետք է արդեն շնորհավորել Նոր տարի։ Բայց քիչ առաջ ինձ հայտնի դարձավ ՀՀ ԿԲ մի որոշում, որն ընդունվել է այսօր (արդեն երեկ)՝ դեկտեմբերի 30-ին։ Ըստ այդմ նոր բանկերի համար ընդհանուր կապիտալի նվազագույն թիվը սահմանված է 30 մլրդ դրամ (63.7մլն դոլար), իսկ 2017թ հունավարի մեկից 30 մլրդ դրամ ինչպես նոր, այնպես էլ գործող բանկերից։ Չեմ հասկանում, ո՞վ է ստիպում ԿԲ-ին նման որոշումներ կայացնել (թիվն ավելացնել 6 անգամ)։ Մեր օրերում բանկային ոլորտում կանոնադրական կապիտալի, սեփական միջոցների, ընդհանուր կամ ռեգուլյատիվ կապիտալների մեծությունը ոչ թե ֆիքսում են, այլ նորմատիվներով կապակցում վարկավորման ծավալների կամ պարտավորությունների հետ։ Սա է Բազել 3-ի առանձնահատկությունը։ Ինչու՞։ Որովհետև 2009-ից հետո բանկային ոլորտը չի աճում նախկինի պես անկասելի տեմպերով։
Արևելյան Եվրոպայի գրեթե բոլոր երկրներում կանոնադրական կամ ընդհանուր կապիտալների (հաճախ այստեղ կիրառում են ռեգուլյատիվ կապիտալ հասկացությունը) մեծությունը ներկայումս կապակցված է բանկային մակրոցուցանիշներին։ Օրինակ, Ուկրաինայում, 2014թ դեկտեմբերի դրությամբ ռեգուլյատիվ կապիտալի նվազագույն մեծությունը սահմանված 160 մլն հրիվնա է (10 մլն դոլար)։ Տարեսկզբին, ի դեպ, 204 մլն հրիվնա էր (18.5 մլն դոլար)։ ՌԴ–ում բանկերի սեփական միջոցները պետք է կազմեն 300 մլն ռուբլի (6 մլն դոլար)։ Եվ սա այն դեպքում, երբ այս երկրների բանկային համակարգերը համապատասխանաբար 20 և 90 անգամ մեծ են Հայաստանից։ Ինչի՞ եք շտապում։ 2015-ին, շատ հնարավոր է, բանկային ոլորտը կրճատվի և կարիք լինի ընդհանուր կապիտալի նվազագույն մեծության պահանջը նույնիսկ իջեցնել։ Լավ, կմեծացնեն ընդհանուր կապիտալը, այս նեղ պահին էլ ավելի շատ միջոցներ կսառեցվեն, վարկերն էլ ավելի կթանկանան, տնտեսության աճի տեմպերը էլի կիջնեն (կզրոյանան), հետո՞։ Դա՞ ենք ուզում։ Թե խնդիր կա խոշորացնել բանկերն ու «վերահսկելի» դարձնել։ Բա ասում ենք, որ, իբր թե փոքր բիզնես ենք զարգացնում։ Պրոբլեմը, որ կա ներկայումս ՀՀ բանկային համակարգում դա ԿԲ հետ ուղղակի կապ չունի։ Դա վճարման հաշվեկշռի պրոբլեմն է, ինչպես նաև 2013-ի դեկտեմբերի 2-ի պայմանագրի հարցն է (գազի ու նավթամթերքի գնումները պետք է կատարվեն բացառապես ՌԴ-ից, դոլարով, ֆիքսված գներով) և արտահանման պրոբլեմ է (մի շարք ապրանքներ, այդ թվում հանքահումքային ռեսուրսները, մոլիբդենը, պղինձը, արտահանվում են օֆշորներով և արտարժույթային հասույթներն ամբողջությամբ չեն մտնում ՀՀ բանկային համակարգ)։ ԿԲ այս ամենի հետ կապված բոլորովին ուրիշ խնդիրներ պետք է լուծի (տես դեկտեմբերի 17-ին իմ էջում հրապարակած «Դրամ, յո՞ երթաս»-ը)։
