Մեկ - երկու խոսք՝ կապված ռուսական պաշտոնյաների Հայաստան ժամանելու և Գյումրիի սահմռկեցուցիչ հանցագործության հետաքննությանը մասնակցելու հետ:
Ինչ որ անհասկանալի աղմուկ է բարձրացել այդ փաստի շուրջ, սակայն սառը դատողությունը վկայում է, որ նրանք հենց այդպես էլ պետք է վարվեին՝ այսինքն ժամանեին Հայաստան և լուրջ հետաքննություն սկսեին, ինչը և, հուսամ, արել են: Ի վերջո, միայն վեց հոգի սպանած գազանի ձերբակալությամբ և պատժի սահմանմամբ որևէ հարց չի լուծվում: Այս հանցագործությունը ենթադրում է պատասխանատուների մի ամբողջ շղթա, որի քննությունը գտնվում է բացառապես ռուսական ռազմաբազայի ղեկավարության տիրույթում: Ինչու է այդ տղան լքել զորամասը, ինչու է եղել զինված, ինչու իրավապահ մարմինները ժամանակին չեն իրազեկվել նրա փախուստի մասին, ով է նրա հրամանատարը, ով պատասխանատու էր, որ իր զինվորը չլքի զորամասը, ով էր զորամասի հերթապահը, ովքեր էին կանգնած պահակակետում, ովքեր պետք է կանխեին նրա ելքը քաղաք. սրանք հարցեր են, որոնց քննությունը ԲԱՑԱՌԱՊԵՍ ռազմաբազայի տիրույթում են, հետևաբար ենթակա են քննության՝ համաձայն ռուսական օրենսդրության և իրավական ընթացակարգերի: Կապված բուն հանցագործության՝ սպանության հետ, այո՛, նա պետք է դատվի ՀՀ օրենքների համաձայն. յուրաքանչուր ոք, ով ՀՀ տարածքում՝ ռուսական ռազմաբազայից դուրս, կատարել է հանցագործություն, և որը կապված չէ զինվորական ծառայության կարգի դեմ ուղղված հանցագործությունների հետ, ապա հանցագործությունը բացահայտելու, քննելու, արարքը համապատասխան հոդվածներով որակելու, հանցագործին պատժելու համար պետք է կիրառվի ՀՀ օրենսդրությունը: Մյուս դեպքերով անհրաժեշտություն կառաջանա կիրառել ռուսական օրենսդրությունը, որովհետև այդ թերացումների շղթան կապված է ռազմաբազայի տարածքում անփութություն և հանցավոր անտարբերություն դրսևորելու փաստերի հետ, հետևաբար նրանք պետք է պատժվեն իրենց օրենքներով:
