Աշխարհում կա ավելի քան 200 պետություն, և միջազգային հարաբերությունների համակարգը հետաքրքիր է նրանով, որ միջազգային հարաբերությունների ամենագլխավոր սուբյեկտները՝ պետությունները, ունեն տարբեր քաշեր և կշիռ միջազգային ասպարեզում:
Ինչքան ավելի հզոր է պետությունը, այնքան ավելի շատ են հարգում նրա քաղաքացիներին: Իսկ եթե այդ հզոր պետությունների քաղաքացիների դեմ որևէ ոտնձգություն է կատարվում այլ պետության կամ ահաբեկչական կառույցների կողմից, ապա այդ պետությունները պատժիչ քայլեր են ձեռնարկում այդ ոտնձգությունները կատարողների նկատմամբ: Ինչքան ավելի հզոր է պետությունը, այնքան ավելի շատ երկրներից են մարդիկ ցանկանում տեղափոխվել այդ պետություն՝ բնակվելու:
Որովհետև միջազգային ասպարեզում մեծ կշիռ ունեցող պետությունները մշտապես պաշտպանում են իրենց քաղաքացիների շահերը, ինչպես իրենց պետության ներսում, այնպես էլ իրենց երկրներից դուրս: Շատ հաճախ լինում են նաև դեպքեր, որ հզոր պետություների զինվորականները, գտնվելով ավելի թույլ պետության տարածքում, հանցագործություններ են իրականացնում, և շատ են եղել դեպքեր, երբ թույլ պետությունը հասել է իր բնակչության նկատմամբ կատարված հանցագործությունների համար ուժեղ պետություններից բարոյական և նյութական փոխհատուցման: Բավական է բերել մեկ օրինակ Աֆղանստանում ամերիկացի զինվորի կատարած սպանդի ու դրա առաջացրած հետևանքների և Հայաստանում ռուս զինվորի կատարած մարդասպանության և դրա հետևանքների վերաբերյալ ու կտեսնենք, որ Հայաստանը և նրա իշխանությունները նույնիսկ Աֆղանստանի չափ հեղինակություն և կշիռ չունեն:
2012 թվականի մարտին Աֆղանստանում ամերիկյան ռազմաբազայի սերժանտներից մեկը՝ 38-ամյա Ռոբերտ Բեյլսը, գիշերվա ժամը 3-ին դուրս էր եկել ռազմաբազայից և, մտնելով մոտակա գյուղերից մեկը, սպանել էր 16 խաղաղ բնակչի, այդ թվում` 9 երեխայի և 3 կնոջ: Դեպքից անմիջապես հետո հասարակական մեծ դժգոհություններ սկսվեցին Աֆղանստանում, ինչից հետո ԱՄՆ նախագահ Բարաք Օբաման ցավակցեց Աֆղանստանի նախագահ Համիդ Քարզային և աֆղան ժողովրդին` խոստանալով, որ մեղավորը կկրի իր արդար պատիժը (ամերիկացուն հետագայում ցմահ պատժաչափ տվեցին): Իսկ Աֆղանստանի նախագահ Համիդ Քարզայը հայտարարեց, որ ամերիկացու գործողություններին ներում չկա: Ընդ որում, ԱՄՆ կառավարությունը զոհվածների ընտանիքներին ֆինանսական փոխհատուցում վճարեց իր զինվորի կատարած հանցանքի համար՝ ամեն սպանված անձի համար 46 հզ դոլար, իսկ ամեն վիրավորվածի համար՝ 10 հզ դոլար: Հիմա մեր «բարեկամ» և «դաշնակից» երկրի ղեկավարը չի ցավակցել հայ ժողովրդին, փորձում է իր զինվորին ազատել պատժից (ռուսական որոշ փորձագետներ արդեն ակնարկում են, որ նրան կուղարկեն հոգեբուժարան, այլ ոչ թե բանտ), փոխհատուցման մասին խոսք անգամ չկա, իսկ ՀՀ նախագահի աթոռը զբաղեցրած անձը սուգ չհայտարարեց Հայաստանում, ելույթ չունեցավ և նույնիսկ չժամանեց Գյումրի:
