Հայաստանի ոստիկանապետ Վլադիմիր Գասպարյանը NEWS.am-ի հետ զրույցում մեկնաբանել է Գյումրիում կատարված սպանության իրավական գործընթացների եւ դրանով պայմանավորված քաղաքացիների բողոքը:Պարոն Գասպարյան, տարբեր մեկնաբանություններ ու գնահատականներ տրվեցին Գյումրիում կատարված ոճրագործության եւ դրա բացահայտման աշխատանքներին, մասնավորապես՝ ոստիկանության գործողություններին: Ձեր կարծիքով որքանո՞վ են իրավաչափ իրավապահների գործողությունները:
Նախ՝ մեր լրատվության ղեկավարն իր գնահատականը տվել է այդ մոտեցումներին: Բայց մի քանիսին չանդրադառնալ չեմ կարող: Ինչ մեկնաբանություն ասես տեսա ու լսեցի՝ թե Պերմյակովին որ մենք բռնեինք, գործը մեզ մոտ կլիներ, թե ինչո՞ւ ոստիկանությանը չհաջողվեց ձերբակալել նրան, ինչո՞ւ էին ռուս սահմանապահները մասնակցում գործողությանը, ինչո՞ւ էին զինված, ի՞նչ հիմքեր կային նրանց մասնակցության համար, ինչո՞ւ էինք նրանց վստահում եւ այլն, եւ այլն… Անկեղծ ասած, ինձ համար տարօրինակ են նման հարցադրումները:
Սիրելինե՛րս, ամեն ինչ օրինական էր. եւ՛ մեր բոլոր գործողությունների, եւ՛ սահմանապահներին ներգրավելու ու վստահելու, եւ՛ զինված լինելու եւ՛ մնացած ամեն ինչի բոլոր օրինական հիմքերը կային ու կան: Ոստիկանությունն անօրինական գործողություն չի անում: Ձեզ թվում է՝ անօրինականությամբ օրե՞նք կպահենք: Կամ հնարավո՞ր է ոմանց պրիմիտիվ մտածողությամբ օպերատիվ-հետախուզական գործունեություն իրականացնել:
Մարդիկ մանկամիտ լրջությամբ վերլուծություն են անում՝ ճանապարհները լրիվ չե՜ն փակել, տեխնիկական միջոցներ չե՜ն օգտագործել, էս չեն արել, էն չեն արել… Էդպես չի լինում… Ամո՜թ է… Չի՛ կարելի տաք տեղը նստած, ինչ-ինչ տպավորություններով, «բոյեւիկների» ազդեցության տակ տեսություններ հորինել: Չի՛ կարելի սեփական չիմացությունը փաթաթել ուրիշի վզին, խցկվել մի տարածք, որից բան չես հասկանում: Խոսիր այն շրջանակներում, որ թույլ են տալիս պատկերացումներդ: Հարգանք ունեցիր առնվազն քո նկատմամբ: Ամեն ինչ արվել է ողջ ծավալով, տեղին ու ժամանակին: Ես չեմ պատրաստվում օպերատիվ-հետախուզական գործունեության նրբությունները բացել: Ամեն մեկի իմանալու բանը չի:
Բայց որոշ հարցերի մասին չխոսել չի՛ կարելի… Մասնավորապես՝ սահմանապահների հետ աշխատելու, նրանց վստահել-չվստահելու մասին… Ես ինչո՞ւ պիտի չվստահեմ ռուս սահմանապահին, ինչո՞ւ պիտի չհամագործակցեմ նրա հետ: Կարո՞ղ եք բացատրել: Օպերատիվ հետախուզական գործը՝ մի կողմ, ընդունա՞կ են ոմանք հասկանալու տարրական բաներ. զինված ծառայող էր դուրս եկել զորամասից, ու կասկածվում էր մի ամբողջ ընտանիքի սպանդի մեջ: Անբացատրելի ոճիր էր կատարվել, մենք որոնում էինք անկանխատեսելի ու վտանգավոր մեկին, եւ այդ պայմաններում ոստիկանության խնդիրն էլ մեկն էր՝ հնարավորինս արագ հայտնաբերել ու վնասազերծել, քանի որ հասարակության անվտանգության հարց էր դրված: Չէ՞ որ կարող էր էլի նման բան լինել: Վտանգը չեզոքացված չէր: Շատ էլ՝ հանգստացնում էինք ժողովրդին, շատ էլ՝ ճշտել էինք, որ զորամասից ուրիշ զենք-զինամթերք չի պակասել, բայց, դե, Աստված գիտի՝ սատանան ինչ է մտածում…
