Սահմանադրական բարեփոխումների վերաբերյալ ՀՅԴ առաջարկները տրամաբանական են և ներկայացված են պրոֆեսիոնալ կերպով: Այս մասին ՀՀԿ գործադիր մարմնի նիստի ավարտից հետո լրագրողների հետ զրույցում նշեց ՀՀԿ խոսնակ, ԱԺ փոխնախագահ Էդուարդ Շարմազանովը: «Ես ուսումնասիրել եմ այդ առաջարկները և կարող եմ ասել, որ նրանք լուրջ աշխատել են դրանց վրա: Կան առաջարկներ, որոնց հետ ես համաձայն եմ, կան առաջարկներ, որոնք կարող են դառնալ քննարկման առարկա:
Միգուցե, լինեն առաջարկներ, որոնց հետ մենք համաձայն չլինենք, սակայն այն, որ այդ ամբողջական փաթեթը պրոֆեսիոնալ գրված է, պետական շահի գերակայությամբ իրականացված աշխատանք է և ոչ թե կուսակցական շահն առաջ տանող փաստաթուղթ, դա փաստ է»,- «Արմենպրես»-ի հաղորդմամբ՝ ընդգծեց Շարմազանովը:
Նրա խոսքով' կգա ժամանակը, և կքննարկվեն նաև ՀՅԴ-ի առաջարկները, որովհետև սահմանադրական բարեփոխումները շատ կարևոր են: «Եվ այս իմաստով ես կարծում եմ, որ Դաշնակցության ներկայացրած առաջարկներն արժանի են քննարկման: Իհարկե, կան հարցեր, որոնց վերաբերյալ մենք մեր կարծիքներն ունենք, սակայն դրանք քննարկման առարկա հարցեր են, և ես համոզված եմ, որ բոլոր այդ հարցերին մենք կարող ենք լուծում տալ քննարկումների արդյունքում»,- հավելեց նա:
Շարմազանովն անդրադարձավ նաև դիտարկումներին, թե ԵՏՄ անդամ Հայաստանն ինչպե՞ս կարող է անցնել կառավարման խորհրդարանական համակարգին, եթե միության անդամ մյուս երկրներում նախագահական համակարգն է: «Այստեղ որևէ խոչընդոտ չկա: Յուրաքանչյուր պետություն ինքն է որոշում, թե ինչպիսի ճանապարհով գնա: Իհարկե, Եվրասիական տնտեսական միության մեջ կան երկրներ, որոնց նախագահները 20 տարի է' չեն փոխվել, կան նաև երկրներ, որ նախագահը երկրորդ անգամ ընտրվելուց հետո չի կարող առաջադրվել:
Մեր երկրում արդեն գալիս են ժամանակներ, որ պետք է վճռորոշ լինի ոչ թե մեկ անձի դերը, այլ կուսակցությունների դերակատարումը: Եվ մենք պետք է գնանք կուսակցությունների կատարելագործման, հզորացման ճանապարհով, որովհետև եթե մարդը ցանկանում է զբաղվել պրոֆեսիոնալ քաղաքականությամբ, նա պետք է ունենա հստակ կուսակցական գաղափարախոսություն և տեսլական»,- եզրափակեց Շարմազանովը:
ՀՅԴ-ն ամբողջությամբ ուսումնասիրել է սահմանադրական բարեփոխումների հայեցակարգը և մշակել է սեփական առաջարկները: ՀՅԴ-ն արդեն մեկ փաթեթում հրապարակել է սահմանադրական բարեփոխումների վերաբերյալ սեփական առաջարկները, որոնք բաղկացած են 10 կետից:
