Մեր ժողովրդի մոտ ժողովրդավարության պատկերացումները շատ աղոտ ու անհասկանալի են: Բանն այն է, որ հաճախ ժողովրդավարության մասին խոսելով՝ իրականում նկատի են ունենում ամբոխավարությունը: Եթե ամբոխը փողոցում որոշում է կայացնում այս կամ այն հարցի վերաբերյալ, ապա համարվում է, որ ժողովուրդը որոշում կայացրեց, արտահայտեց իր կամքը, ու այն, ինչ ամբոխն է պահանջում, արդարացված ժողովրդի կամքի արտահայտությունն է:
Սակայն, նկատենք՝ ամբոխի վարքն ու ամբոխային որոշումները զուտ հուզական-հոգեբանական բնույթի են: Այսինքն` երբ մարդը հայտնվում է ամբոխի ազդեցության ոլորտում, նրա էությունն ու հուզականությունը գտնվում է ամբոխի հուզական տարածությունից ածանցված վիճակում: Ամբոխի կազմում մարդու մոտ թուլանում են գիտակցական մղումները, մարդը իրեն զգում է այլոց հետ միասնության մեջ, որի հետևանքով առաջանում է զորության և սեփական ուժերի նկատմամբ վստահության զգացում, ինչն էլ իր հերթին բերում է անհասցե ու անպատասխանատու վճիռների կայացմանը: Ամբոխի կազմում որոշումները կայացվում են բոլորի կողմից, ուստի ամբոխի գործունեության համար պատասխանատու են տվյալ ամբոխի բոլոր անդամները, հետևաբար ոչ ոք էլ իրապես պատասխանատու չէ:
Իսկ երբ կորչում է պատասխանատվությունը, ապա գործողության վերածված վճիռներն էլ կրում են զուտ հուզական բնույթ: Ի հակադրություն այս հանգամանքի՝ իրականում հասարակական կյանքի կազմակերպման ժողովրդավարական համակարգը ծագել է հենց վճիռների, որոշումների կայացման ռացիոնալ, բանական միտումները գործածելու նպատակով: Այսինքն՝ ժողովրդի նկատմամբ իշխանության կազմակերպման իրավասությունը հենց այդ նույն ժողովրդին տալը համարվել է ավելի բանական և ռացիոնալ, քան, ենթադրենք, ժողովրդի կյանքի կազմակերպումը ինչ-ինչ արտոնյալ խմբերին վստահելը, ենթադրենք՝ թագավորներին, իշխաններին, եկեղեցականներին և այլն: Այսինքն՝ ժողովրդավարությունը իր հիմքում բանական տարրեր պարունակող երևույթ է, իսկ ամբոխավարությունը` հուզական: Ուստի ամբոխի կողմից կայացված վճիռները երբեք հնարավոր չէ դիտարկել որպես ժողովրդավարության իրականացման օրինակ, այլ հենց հակառակը` սովորաբար ամբոխավարությունը ենթադրում է ժողովրդի կամքի աղավաղում, աղճատում:
Սակայն, քանի որ ամբոխի կազմում հայտնված մարդը զգում է, որ տվյալ պահին իր գործունեության համար հետագայում պատասխանատվություն չի կրելու, ապա իրեն թույլ է տալիս տրվելու կրքերի, հույզերի իշխանությանը: Եվ նույն մարդը առանձին, հետևաբար նաև արթուն բանականության վիճակում երբեք չի դրսևորի վարքի այն ձևը, որը նա ցուցաբերում է ամբոխի կազմում:
Ժողովրդավարությունը իրականում կարևորում է մարդու ձայնը, նրան հնարավորություն է տալիս կարծիք արտահայտելու, բայց միայն իր իսկ կարծիքի նկատմամբ պատասխանատվություն կրելու գնով: Իսկ ամբոխավարությունը մարդուն թույլ է տալիս միայն բղավել, գոչել, արտահայտել իր կարծիքը, բայց արդեն առանց այդ կարծիքների նկատմամբ պատասխանատվության գիտակցման զգացողության: Ժողովրդավարությունը գնահատում է մարդու կարծիքը, իսկ ամբոխավարությունը` նսեմացնում է այն: Ուստի այն որոշումները, որոնք կայացվում են ամբոխի կողմից, ոչ թե արտահայտում են ժողովրդի կամ նույնն է թե յուրաքանչյուրի գիտակցված կամքը, այլ պարզապես` մարդու անգիտակից, ստվերային հույզերն ու դեստրուկտիվ վարքը:
